There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026.
Main Duties and Responsibilities:
Project Phase
Become site and process system familiar.Follow delivery on site and dispatch of HSE tool / Equipment lists.Contribute to HSE site specific procedures preparation: Internal Site Audit including forms, Management of Gas detectors, Check listsFollow up on site the deployment / installation of all HSE related items during Project phase. Issue relevant punch lists. Follow up on site the application of Affiliate HSE policy for areas that are transferred to Company.
Operational Phase
Write and update HSE site specific procedures and HSE standing instructions.Attend some Kick-off Meetings and Pre-job meetings.Attend some Risk assessment studies and workshops as part of the preparation of the works.Participate in the monitoring of co-activities and simultaneous operations.Ensure the correct implementation of the site Permit to Work procedure, including Toolbox Talk and Safety Green light, control and validation of the associated safety mitigation measures.Perform gas checks when officers are not available.Ensure the procedure for the acceptance of scaffolds is followed.Ensure the procedure for the acceptance of Hot Naked Flame Work habitat is followed.Monitor if all personnel on site have the proper authorization to perform their job.Ensure the monitoring of downgraded situations, control that mitigation measures are in place.Perform checks and tests as dictated by HSE Dossier RACI matrix on HSE related items / equipment.Assist HSE superintendent in the process of anomalies reporting, and coordinate with other entities for swift action closure.Perform some Site Internal Audits as per audit plan, including PTW audit and Life Saving Checks.Contribute to the preparation and execution of weekly drill scenario. Observe response team on location. Populate corresponding report with site observations and pictures.Contribute to the analysis of accidents / incidents, in particular Cause Tree Analysis: collect the facts and statement from parties involved, prepare preliminary report.Attend and sometime even present weekly HSE meetings.Attend and sometime even present specific meetings to promote Environmental Protection awareness.Attend PTW opening site for the most risky activities (Confined Space Entry, Hot Naked Flame, Lifting, Excavation)Regularly audit compliance to HSE rules on site on job location. Report observations / anomalies.Assist the Site Training coordinator in the deliverance of some HSE specific trainings: CSE safety Watch, Hot Naked Flame Safety watch, Use of gas detectors.Team leadership
Coordinate the activities of Site HSE officers and Fifi brigade. Contribute to the yearly assessment of personnel.Coach personnel on site on key HSE processes. Candidate ProfileQualifications & Experience:
Diploma of Higher Education or BTCE.Education on operational safety, production operations, well operations or degree in HSE.Minimum 5 years practical experience in the field of Production Operations, Commissioning, Startup onshore or offshore sites in Oil & Gas – or similar Experience as HSE Supervisor or senior officer. Good knowledge of the Company’s HSE Safety Rules, SIMOPS, PTW System, or equivalent in Oil & Gas industry. Good communication skills.Adaptability and ability to work in an international environment.
