Summary This National Guard position is for a HR SPEC, Position Description Number NGD2016000 and is part of JFHQ-G-1. This is a Title 32, Dual-Status position. AREAS OF CONSIDERATION: Members of the South Dakota Army National Guard and those eligible to join. Responsibilities As a HR SPEC, GS-0201-9, you will: This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of the position is to provide oversight, planning, interpretation, and application of policy. Provide final review and validation of subordinate products for presentation to senior leadership, and produce and issue guidance to lower echelon units and commands. Work is to be performed in one or more of the following Health Systems work areas: Tricare, Military Medical Support Office (MMSO), Line of Duty/Incapacitation (LOD/INCAP), Medical Operational Data System (MODS), Health Insurance Portability and Accountability Act (HIPAA) Certification, Warrior Transition Unit/Active Duty Medical Extension/Medical Retention Processing (WTU/ADME/MRP2), and Medical boards. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Enlisted to O3. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. MINIMUM REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skilled in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of respective automation systems and their interrelationship with other personnel and medical systems. Skill in compiling information, preparing reports, and analyzing data/products. Skill to coordinate, plan, organize, and direct work. Knowledge of military organizational structure/hierarchy and their respective duties and responsibilities, protocol, and similar matters.
