Responsibilities You will apply expert knowledge of housing management concepts to evaluate housing policies, and extend existing principles and practices to new and unusual applications You will be responsible for the development and management of innovative business practices and dynamic programs. You will mediate tenant-landlord concerns and complaints You will investigate and resolve a variety of resident concerns, complaints, and misconduct related to housing facilities Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical oversight for property management functions; 2) Planning work assignments and making adjustments to meet substantial changes in workload, work priorities, and deadlines; 3) Working with a Program Manager or similar to develop and implement short-range and long-range plans for construction; 4) Providing advice, counsel, and instructions for housing; 5) Determining requirements and managing all resources used in support of assigned housing facilities and infrastructure, including personnel, facilities, funds, and materials. **NOTE: This experience must be fully and clearly supported in your resume. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The education below may be substituted in lieu of the specialized experience listed above. Ph.D. Or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related OR Have a combination of the education and specialized experience listed above, that when combined equals 100 percent. Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Physical Demands Work is principally sedentary, although fieldwork may be required. This may involve periods of walking, standing, stair climbing, bending, reaching, and similar activities during facility visits and inspections. Driving an automobile on station, between activities, to PPV communities, to referral housing, or to community meetings may be necessary. A valid driver's license is required. Occasional travel may be required for meetings and/or travel. Work Environment Work is primarily performed in an office environment that is adequately lighted, heated, and ventilated. There may be occasional incidental exposure to dusty/dirty conditions, hazardous materials, such as lead-based paint, or inclement weather while inspecting facilities undergoing repair, maintenance, or renovations, or to construction sites, or community referral properties. Incumbent must observe all occupational safety requirements. Several vacancies may be filled.
