Primary Function/General Purpose of Position
The Housing Development Manager is responsible for the planning, development and execution of affordable housing development initiatives that support the strategic priorities of Bon Secours Community Works. This role partners with the Director of Housing & Community Development on long-range planning and strategic initiatives for housing development.
Essential Job Functions
Maintains good working knowledge of applicable debt, equity, and grant financing programsDevelops pro-forma statements (development and operating) to achieve realistic and optimal financial structures which involve multiple sources of financingPrepares applications and financing proposals with multi-layered financing sources. Negotiates terms with lenders and equity sourcesCoordinates with federal, state, and local government agencies, ensuring that all financing and government regulations are met and required approvals obtainedPrepares, reviews, and negotiates documents with lenders, equity investors, attorneys and other parties required to reach financial closingIdentifies and resolves conflicts in loan/financing requirementsWorks independently or with development partners, design professionals and general contractors to develop and refine development plans to produce high quality communities that are responsive to the needs of our residents, communities, and are financially feasibleManages development schedules to ensure timely completion of development milestonesWorks with internal and external project team to ensure quality construction and compliance with plans and specifications. Works with all parties to reach construction completion on or ahead of schedule and on or ahead of budgetMonitors marketing, sales, and lease-up process to meet or exceed sales/settlement and/or lease-up goalsOversees timely completion of close-out processEnsures compliance with regulatory requirements and submission of required compliance reports to financing sources, public agencies, and community groups as applicableMaintains good working relationship with residents, community members, associations, and other stakeholdersIn conjunction with the Director of Housing and Community Development develops and maintains a pipeline of projects that support the mission and ensure long term sustainabilityThis document is not an exhaustive list of all responsibilities, skills, duties, requirements, or working conditions associated with the job. Education
Bachelor's Degree in Real Estate Development, Construction, Finance, or other related field (required)
Master's Degree in Real Estate Development, Construction, Finance, Urban Planning or other related field (preferred)
Work Experience
3 years of experience in securing state/local/federal funding for housing development and operations as well as knowledge and demonstrated proficiency in current best practices in urban, affordable neighborhood-based housing and community planning and redevelopment. (required)
