Classification Description Summary
SUMMARY: Under general direction, the TBD will perform work related to the development, implementation, and monitoring of compliance programs for affordable housing projects. The position will develop the Affordable Housing Compliance Plan, ensuring compliance with the U.S. Department of Housing and Urban Development (HUD)’s regulations for such plans for all housing related funding and programs. Additionally, the TBD will be responsible for physical monitoring of properties in which the City of Reno has applicable HUD funding and will monitor for other applicable federal, state and local regulations as necessary.
Distinguishing Characteristics: The TBD is responsible for the development and implementation of assigned areas. Incumbents at this level independently perform difficult and complex duties. The work requires interpretation and application of policies, procedures, and regulations.
Supervision Received and Exercised: Work is performed under general direction of the Housing Manager. Supervision may be exercised over subordinate technical and clerical personnel. Primarily and most frequently the work done here is performed independently. Work may be reviewed upon completion to ensure compliance with local and federal regulations.
Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:
+ Analyzes, develops, implements, administers, and monitors compliance for new and existing affordable housing programs within assigned area of responsibility; aligns programs and funding activities to implement goals, objectives, policies, procedures, and processes related to housing compliance.
+ Develop and maintain positive relationships with city staff, residents, and community leaders to promote affordable housing development and continued housing growth within the City.
+ Reviews federal, state, and local affordable housing applications for compliance with applicable regulations; compiles data and information for reports to be submitted to HUD, , HOME, and other agencies as needed.
+ Monitors federal projects and serves as the primary contact with staff in preparing for HUD annual audits; develops process for the resolution of audit and monitoring recommendations and findings.
+ Collaborates with housing partners, municipalities and the state to further fair housing effort; promotes fair housing practices and coordinates fair housing trainings.
+ Prepares staff reports to the City Council regarding the City of Reno’s housing compliance; participates in various issues related to the City of Reno’s housing and neighborhood development programs.
+ Develops and monitors compliance checks, and reports for funds through the U.S. Department of Housing and Urban Development (HUD), and other agencies as required.
+ Attends and participates in professional group meetings; keeps informed of new trends and innovations related to the affordable housing compliance field.
+ Provide assistance in resolving operational and administration problems; identify problem areas and issues; conduct research to find alternative solutions; make recommendations; assist in implementation of recommendations.
+ Perform other duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.
Education:
Bachelor’s degree in business administration, public administration, political science, or a related field.
Experience:
Two (2) years of experience in housing compliance, HUD grant administration, public housing, housing policy or housing development
Required Licenses or Certifications:
+ Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.
COMPETENCIES

Knowledge of:
+ Knowledge of federal, state, and local laws, codes, and regulations related to planning, community development and affordable housing.
+ Regulations and processes for development, planning and implementation of affordable housing programs such as Community Development Block Grants and the HOME program.
+ Methods characteristics, services, and activities of housing compliance programs.
+ Principles and practices of public administration and housing programs.
+ Understanding of the philosophies, principles, practices and techniques of housing programming (including public housing); Inclusionary Zoning, community development and affordable/workforce housing program development and financing; and land use and planning.
+ Knowledge of housing finance mechanisms to include Low Income Housing Tax Credit (LIHTC) program, HUD HOME, CDBG and 108 Loan program.
+ Understanding and ability to implement general grant and loan administration principles and practices.
+ General knowledge of public policy processes at the local level.
+ Municipal government functions specifically related to the program area.

+ Conduct physical audits of applicable properties which have federal funding.
+ Conduct file reviews and file audits to determine compliance of federal regulations.
+ Coordinate and participate in the operations of assigned programs.
+ Foster community engagement and development within low to moderate-income neighborhoods.
+ Partner with other City departments, such as code enforcement, to educate residents and address code violations related to program.
+ Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities.
+ Attend and present at City Neighborhood Advisory Board meetings.

Physical Demands and Working Environment:
+ Work is performed in both indoor and outdoor environments; travel from site to site; occasional exposure to outside weather conditions; extensive public contact.
+ Primary functions require sufficient physical ability and mobility to work in an indoor and outdoor setting; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate assigned vehicles; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
