Yes County Albany Street Address 1220 Washington Avenue City Albany State NY Zip Code 12226 Duties Description The incumbent of this position will report to the Office of Counter Terrorism, Critical Infrastructure Unit. Duties include but are not limited to the following:• Perform Homeland Security Analysis. Homeland Security analysis includes, but is not limited to, analysis of terrorist tactics and trends; infrastructure security trend analysis; program evaluation; fire, police, and EMS analysis; physical or cybersecurity risk analysis; threat analysis; physical or cyber security assessments, communications, public health, or emergency management analysis; hazard analysis; or any other public safety analysis as appropriate.• Assess infrastructure security including working with internal and external partners, reviewing, evaluating and commenting on safety and security plans and concepts; identification of vulnerabilities at fixed facilities; identification of vulnerabilities in information technology systems; making recommendations to improve the security of facilities; discovering potential failures. • Work with a multi-disciplinary team by developing and maintaining positive relationships with agency partners, including public and private sector entities. • Plan, organize and conduct analytical assessments.• Develop and maintain an in-depth understanding of physical and cyber security within the Public Drinking Water Sector to carry out duties in accordance with Executive Law Section 711-B.• Develop and maintain an in-depth understanding of physical and cyber security within the Hazardous Materials Storage and Manufacturing industry to carry out duties in accordance with Executive Law Section 714.• Analyze physical and cybersecurity vulnerability assessments from public water systems to determine compliance with established protective procedures and protocols.• Develop correspondence, draft policy, white papers, standards, bulletins, advisories, and presentations on assigned topics.• Support plan, organize, and conduct assessments of organizations’ security posture, which includes, traveling to job sites, working outdoors, reviewing, evaluating, and commenting on security policies and practices; making recommendations to improve security; and discovering potential failures.• Maintain a detailed knowledge base of document handling procedures and comply with federal, state, and DHSES specific policies and protocols.• Develop and review infrastructure vulnerability assessment tools which inform risk and enable trend analysis.• Conduct comprehensive research on security trends and liaise with security industry experts to maintain knowledge of trends and techniques, with emphasis on Critical Infrastructure protection and resilience.• Support research, analysis and writing activities in physical and cybersecurity as required and assigned.• Support state and local governments required to secure the Public Drinking Water supplies in NYS.• Participate in professional development opportunities and maintain certifications to validate proficiency.• Work with sensitive information, requiring the ability to obtain a National Security Clearance.• Assist in disaster response and recovery activities as required and assigned.• Perform additional duties as required, including those of an emergency nature.• Travel will be required (about 30%), including during evening and weekends, depending on mission and assignment.• Assignments may result in a change in working hours, locations, and/or duties.• Regular travel, unscheduled overtime, and some evening, weekend and/or holiday work can be anticipated.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicles is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. Minimum Qualifications Non-competitive: bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. Substitution: A master’s degree may substitute for one year of the experience.
