Job Description

To reduce greenhouse gas emissions as required by the Massachusetts Green Communities Act, DOER’s Energy Efficiency Division is implementing various decarbonization and electrification programs for buildings using federal funding, state funding, and ratepayer funds. The Home Electrification and Appliance Rebates (HEAR) Program Coordinator (“Program Coordinator") will manage and support development and implementation of the Massachusetts HEAR program, funded by the federal Inflation Reduction Act of 2022.

Responsibilities include:

Develop, implement, and report on the HEAR program in consultation with Massachusetts utilities and energy efficiency service providersOversee procurement, contracting, and grant/contract administration including reporting to ensure alignment with funding requirements and DOER policy and programmatic goalsDevelop and implement internal control frameworks, policies, and procedures to ensure compliance with federal and state regulatory requirementsCoordinate with the U.S. Department of Energy (DOE), including leading quarterly reporting on HEAR spending and program implementationCoordinate the program’s design and execution across DOER and multiple state agencies to ensure alignment and awarenessCoordinate with fiscal and legal staff to manage and track funding applications and other data and ensure that procurements and contracts are consistent with procurement rulesServe as the subject matter expert on the federal HEAR program and integration of federal dollars into state programming, respond to inquiries from stakeholders, contractors, etc.Build and sustain relationships between DOER and program administrators responsible for administration of HEAR fundsReceive, analyze, and prepare HEAR program data for submittal to DOE, regularly update DOER tracking tools with program dataEnsure alignment of programs with 1) state energy policy goals, including decarbonization through energy efficiency and electrification; 2) funding requirements and guidance; and 3) applicable state equity goalsPromote and support a strong and collaborative internal team culture through effective communicationOther duties as assigned

Ability to understand and apply policy goals/objectives and funding requirements to program design, development and implementationStrong organization skills and attention to detail, with ability to manage multiple projectsAbility to review and analyze dataAbility to problem-solve and craft solutions that satisfy multiple goals or objectivesEffective written and verbal communication skillsAbility to manage and work with diverse groups of stakeholders and colleaguesAbility to exercise discretion in handling sensitive or confidential informationDemonstrated stakeholder engagement experience with a wide variety of stakeholdersExperience with procurement, including knowledge and understanding of Commonwealth procurement procedures and policiesExperience with Mass Save or other building decarbonization, electrification or energy efficiency programsExperience with program implementation and program design/development, particularly with regard to building decarbonization programsExperience with strategic planningExperience with applications for and receipt of grant funds, including federal fundsBasic understanding of federal, state, or other funding related to building decarbonization, energy efficiency, and electrificationExperience with strategies or approaches to ensure equitable access to programs

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
