Key Responsibilities:

The HIV Technical Specialist will provide essential technical support to World Vision International in Papua New Guinea’s implementation of Global Fund’s Grant Cycle 7 (2025–2026), focusing on integrated TB/HIV responses. Collaborating with the National HIV Program, the specialist will guide the Principal Recipient (PR) team and Sub-Recipients (SRs) in delivering HIV prevention, care, and treatment services targeting Key Populations, including men who have sex with men, sex workers, transgender individuals, and people who inject drugs. With a focus on implementation fidelity and alignment with national HIV strategies and global standards, the role ensures enhanced service quality, effective interventions, and capacity building to achieve measurable results within the two-year grant cycle.

MAJOR RESPONSIBILITIES

Technical Support for HIV Program Implementation:

Provide technical expertise in designing, planning, and implementing HIV prevention, care, and treatment interventions among Key Populations.Ensure adherence to national and international HIV guidelines, protocols, and Global Fund requirements during the implementation of the program.Advises and guides quality HIV programming in geographic intervention areas, ensuring that targets in the performance framework are metStay abreast on key technical developments and research on HIV/AIDS control among key populations including AGYWs and proposing timely recommendations for program improvement in line with the latest technical developmentsSupport the SR in implementing HIV prevention programs, including HIV testing services (HTS), condom distribution, and harm reduction initiatives.Work with the SR to design context-specific strategies for HIV interventions that align with national priorities and the unique needs of Key Populations.Collaborate with the Sub-Recipient to implement HIV care and treatment programs, ensuring access to ART (antiretroviral therapy) and adherence support for Key Populations living with HIV.Review and adapt HIV program strategies to ensure they are responsive to emerging trends in the HIV epidemic and Key Populations’ needs.Provide ongoing technical guidance and support to SR staff and partners in ensuring the effective delivery of HIV services for Key Populations.

Capacity Building and Training:

Assess Technical capacity of sub-recipients and provide technical support in implementation of enhanced packages of interventions, program management, and reporting.Facilitate training sessions and workshops to enhance the capacity of healthcare workers, SR staff, and other relevant stakeholders in the provision of high-quality HIV services for Key Populations.Strengthen healthcare providers' capacity in HIV prevention, care, treatment, and follow-up, ensuring services are non-stigmatizing, confidential, and accessible.Provide on-the-job mentoring and coaching to staff, focusing on improving the technical knowledge and skills necessary for delivering HIV services effectively.Lead the development of training materials and job aids to improve the implementation and delivery of HIV interventions tailored to Key Populations.

Monitoring and Evaluation (M&E):

Under the Global Fund TB/HIV project, provide technical support to National HIV program to ensure that program and the country are consistent with the National Strategic Framework and global benchmarks;Analyze the current HIV/AIDS disease situation and dynamics, results and outcomes, program activities and achievements, changes in community settings and dynamics, gender aspects of community programming, and provide best practices and recommendations to adjust programs for maximum impact against HIV/AIDS;Support the development and implementation of a robust M&E system to track the performance of HIV programs targeting Key Populations.Assist in data collection, analysis, and reporting of HIV-related indicators to measure program impact, identifying trends and informing improvements in service delivery.Provide technical support to ensure accurate and timely reporting on HIV program progress to the Global Fund, national authorities, and other key stakeholders.Ensure that data-driven decisions are made to continuously improve the quality and scope of HIV services for Key Populations.

Stakeholder Engagement and Coordination:

Develop and foster partnerships with local stakeholders, including community-based organizations (CBOs), NGOs, and healthcare providers, to enhance the reach and effectiveness of HIV services for Key Populations.Coordinate efforts with the national HIV program, other technical specialists, and partners to ensure the alignment of HIV activities with broader public health strategies and Global Fund objectives.Represent the HIV program at provincial meetings, technical working groups, and relevant forums, ensuring that HIV programming for Key Populations is effectively promoted and discussed.Support collaboration between the SR and other stakeholders to maximize resources, avoid duplication of efforts, and ensure the sustainability of HIV interventions.Assist COP in preparing for technical meetings on HIV/AIDS by preparing materials and developing presentations

Advocacy and Community Engagement:

Lead advocacy efforts to increase awareness and community engagement around HIV prevention and treatment for Key Populations.Develop communication strategies aimed at reducing stigma and discrimination related to HIV, encouraging Key Populations to seek services and support.Promote active community participation in the design, implementation, and evaluation of HIV programs, ensuring that services are culturally sensitive and tailored to the needs of Key Populations.

Internal & External Liaison and Coordination

Coordinate with UNAIDS and WHO to ensure appropriate technical support for HIV is provided to NDOH and PHAParticipate in key meetings and workshops as appropriate and provide support to the NDOH disease program managers

REQUIREMENTS

At least 5 years of experience in HIV program implementation, with specific focus on Key Populations. Proven experience in working with global health programs, including those supported by the Global Fund, is highly desirable.At least 5 years of experience working in HIV program implementation, with a strong background in HIV clinical management, prevention, and monitoring.Experience working in resource-limited settings, particularly in HIV programs supported by international donors such as the Global Fund.Proven experience in training, mentoring, and building capacity in health staff and local communities.A medical degree (MD, MBBS) or a relevant advanced degree in public health, epidemiology, or a related field.Postgraduate training in HIV related trainings are preferredIn-depth knowledge of HIV control strategies, treatment regimens, and current guidelines (national and international).Strong skills in data management, analysis, and reporting.Excellent communication, interpersonal, and organizational skills.Ability to work collaboratively in multi-disciplinary teams and with a range of stakeholders.Knowledge of Global Fund processes and reporting requirements is desirable.Strong technical knowledge in HIV prevention, care, and treatment interventions.Experience in designing and implementing capacity-building programs for healthcare workers.Strong M&E skills, with experience in data collection, analysis, and reporting.Excellent communication, interpersonal, and stakeholder engagement skills.Experience working with Key Populations and understanding the specific needs of these groups.Excellent interpersonal communication skills with the ability to work closely within teams with proven leadership and management skills in coordinating project teams and working with consultants in disease surveillance, surveys, M&E activities and operational research.Ability to work with a sense of accountability and responsiveness in a diverse, cross-cultural environment.
