Description
This position involves skilled work in the safe and efficient operation of heavy equipment within the Solid Waste department. Based at the Resource Recovery Facility on Buckingham Road, the role includes tasks such as solid waste handling, recovery, recycling, and proper disposal methods. Incumbents may also work at other Solid Waste facilities and perform additional duties as needed.
Duties and Responsibilities
+ Operate Heavy Equipment: Utilize front-loaders, backhoes, excavators, and skid steers.
+ Operate Class E Vehicles: Pick-up trucks and other light-duty vehicles.
+ Safety Inspections: Perform and document safety inspections for vehicles and equipment according to County and industry standards.
+ Functionality Tests: Conduct functionality tests to detect malfunctions in vehicles and equipment.
+ Preventative Maintenance: Perform light maintenance tasks such as greasing, blowing out radiators and filters, topping off fluid levels, changing filters, hydraulic lines, and grease fittings.
+ Vehicle and Equipment Cleaning: Wash vehicles and equipment, and perform interior cleaning and housekeeping.
+ Traffic Control: Implement traffic control measures and manage tipping floor traffic.
+ Communication: Use universal traffic hand signals and two-way radios for effective communication.
+ Waste Screening: Screen and inspect waste for prohibited or unauthorized items.
+ Waste Classification: Identify waste classifications to ensure proper disposal charges are applied.
+ Solid Waste Handling: Sort, relocate, segregate, construct windrows, load and pack waste, or recycle materials into transfer vehicles and roll-off containers.
+ Customer Interaction: Provide general public education on the proper disposal of solid waste materials and locations of other Solid Waste facilities.
+ Collaboration: Interact with contractors and other County department personnel.
+ Documentation: Prepare daily work logs and other associated paperwork.
+ Facility Maintenance: Maintain facility grounds, including sweeping, shoveling, dust, and litter control.
+ Compliance Inspections: Conduct facility inspections to ensure compliance with permitted and environmental regulations.
Education, Experience, Licensing
Minimum Requirements
+ Requires any combination of education and experience equivalent to High School graduation or GED equivalent and one-year heavy construction equipment operation or closely related experience.
+ 16-hour Florida Solid Waste Operator certification or the ability to obtain certification within 6 months of employment.
+ Possession of a valid driver’s license and an acceptable driving record is required.
Preferred Requirements:
+ Three years of experience in operating heavy construction equipment is preferred.
Supplemental Information
+ Knowledge of Environmental Solid Waste Processing Regulations.
+ Capability to operate heavy equipment is necessary.
+ The ability to read and understand various gauges and detect malfunctions on equipment and commercial vehicles.
+ Knowledge of general tool use for preventative maintenance tasks.
+ Proficiency in performing general preventative maintenance tasks.
+ Ability to communicate effectively both verbally and in written form.
+ Must be able to work in and around trash, lift and carry up to 100 pounds, stand, crawl, sit, or kneel at various times throughout the day, and work in variable weather conditions.
+ Flexibility is required to work flexible hours during emergency situations.
Work schedule is Monday through Friday 6:00 a.m. to 2:30 p.m., and Saturdays as needed, with specific hours and days dependent on the assigned shift. Must be able to work weekends, holidays, and overtime as required.
