Job Summary
Under general direction, is responsible for performing advanced public health work in one of several public health programs. Work involves directing and evaluating public health education program activities and providing consultative services and technical assistance to program staff, governmental agencies, and community organizations. The work is generally investigative, regulatory, educational, and consultative in nature. Exercises direct supervision over assigned staff.
This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.
The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Employees in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM13.2 (https://www.sanantonio.gov/Portals/0/Files/health/HealthServices/Immunizations/DM13-02.pdf) . Review and consideration will be given to requests for exemption from this policy.

Essential Job Functions
Essential job functions vary according to division assignment within the San Antonio Metropolitan Health District:
+ Develops evidence-based prevention initiatives to help the community improve and maintain their health.
+ Develops, coordinates, and presents public health educational activities in the local community, to include the provision of educational materials and teaching aids regarding health initiatives.
+ Conducts outreach with public and private agencies and the community to coordinate, improve, and stimulate interest in and secure support for public health programs and initiatives, resolve problems, identify training needs, and serve as a resource to medical or service providers regarding policy and procedures.
+ Directs, trains, and supervises assigned staff to ensure program goals and objectives are met.
+ Oversees the collection, organization, analysis, and preparation of materials in response to public health information and report requests.
+ Oversees the development and implementation of techniques for evaluating the effectiveness and impact of public health programs.
+ Develops and implements program-specific procedure manuals, policies, and standards in accordance with public health program objectives and goals.
+ Assumes primary responsibility for data handling, maintenance activities, and reports for research studies, surveys, and audits.
+ May analyze legislation to determine the effect on public health policies and programs.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's Degree from an accredited college or university with preferable coursework in a public health, health promotion, sciences, social sciences, or other related health field .
+ Three (3) years of increasingly responsible experience in a health related field, to include supervisory and management experience and/or training.
+ Valid Class "C" Texas Driver's License.
+ Any applicant selected for this position must have a background check completed with results satisfactory to the City of San Antonio and successfully complete the City of San Antonio's Cash-Handling Certification Training.
Preferred Qualifications
+ Two (2) years of experience working with communities experiencing high maternal and child health disparities.
+ Two ( 2) years of experience supervising case managers and/or community health workers.
+ One (1) year of experience managing case management/EMR data to include data QI/QA/auditing/cleaning, dashboarding, reporting and staff user training and performance management.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
+ Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

+ Ability to plan written strategies to be used in completing, monitoring, and evaluating reports.
+ Ability to comply with all OSHA regulations and current immunization policies.
+ Ability to perform all the essential functions of the position with or without accommodations.
