Provides technical assistance for proposed and existing community-based programs. Inspects and evaluates proposed and existing programs by conducting on-site physical plant inspections of facilities and operations. Incorporates Life Safety Codes into on-site inspections. Measures and records the square footage of residential and non-residential programs to determine allowed program capacity. Reviews program policies, procedures and emergency plans for compliance with State standards. Conducts program’s facility and personnel file reviews. Submits written evaluations and recommendations for licensure/certification to the supervisor. Reviews construction plans submitted to the Licensing Unit to determine if the plans are in line with the program’s specific rules.Documents all contact with providers in the ELS system. Analyzes program data and recommends licensing or certification of specific programs within specified time-frames and prepares reports to supervisor. Gathers and reviews current state and federal trends, standards, and legislation to ensure departmental compliance. Investigates alleged violations of standards by conducting on-site visits to monitor program operations and reviewing records. Conducts initial visits to programs undergoing a change of ownership or closure to ensure compliance with rules as required.Supervises the initial inspection team. Schedules initial surveys and maintains log of follow-up dates. Ensures that the follow-up visits are conducted within the designated time frames. Reviews submitted reports for licensure/certification documents for compliance with rules. Compiles reports as requested. This position is governed by state and federal laws and agency policy. Occasional to frequent in-state travel required, and overnight stay as needed. Position Information Class Code: X067C Grade: GS08 FLSA Status: EXEMPT Salary Range: $45,010.00 - $71,792.00 Summary The Health Facilities Surveyor is responsible for performing survey, certification, and licensure activities of health facilities and analytical work involving regulatory compliance. This position is governed by state and federal laws and agency/institution policy. Functions Reviews previous survey data and prepares packets of forms to be completed in a survey following principles for documentation, and reviews documents for compliance with regulations. Schedules surveys and provides notification to providers, interviews facility staff and patients to determine compliance, observes facility practice for compliance, and conducts entrance and exit conferences. Reviews Medicare, licensure, and complaint survey packets for accuracy and completeness. Records all necessary information for complaints and reviews plans of corrections for acceptability, maintains logs of follow-up dates, and ensures the follow-ups (mail or onsite) are conducted within the designated time frames. Compiles monthly, quarterly, and annual reports and provides reports of compliance or non-compliance to providers and CMS Regional Office. Performs other duties as assigned. Dimensions None Knowledge, Skills and Abilities Knowledge of state and federal laws and regulations governing certification/licensure of medical facilities. Knowledge of survey and inspection standards and procedures. Ability to plan, schedule, and conduct on-site inspections of medical facilities to determine compliance with certification standards and recommend corrective action. Ability to organize and present clear and concise oral and written reports of findings and recommendations and to maintain records. Ability to review and analyze survey reports and forms and monitor program accuracy within required timeframes. Ability to use Microsoft Office software and federal survey computer software. Ability to establish and maintain effective working relationships with others. Minimum Qualifications The formal education equivalent of a bachelor's degree in nursing, dietetics, medical records administration, environmental health, health service administration, or a related field; plus two years of experience in healthcare services OR Licensed by the Arkansas State Board of Nursing as a Registered Nurse. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
