Head of Global Mobility

The Opportunity:

Reporting to the Senior Director Global Payroll & Mobility. You'll be leadingthe deplyment of CSL's Global Mobility (GM) transformation plan for the function. The scope of the role includes GM strategies, policies, and processes for both international and domestic relocations, all while aligning with the company's overarching Business goals and HR strategy.

You will oversee the delivery of global and domestic mobility programs for the CSL Group, and managing vendor relationships with providers of cross-border taxation, immigration, and relocation services. Ensuring the effectiveness of GM service delivery across the globe will be an important part of your role. Leading a team of mobility professionals, you'll aim to deliver the best mobility services that are compliant and provide an employee experience.

Your responsibilities will also encompass the administration of assignment-related compensation and payroll components, and overseeing global and domestic mobility compliance following country-specific regulations. Additionally, you'll be in charge of preparing the global mobility budget and quarterly forecast inputs, managing policy exception processes, and conducting global mobility surveys and analysis.

The Role:

Global Mobility Strategy

Develop and execute a comprehensive global mobility strategy that aligns with business goals and Talent strategy, in partnetrship with the Talent and the Total Rewards COE. Lead a team of Mobility profesionals to deliver a compliant Mobility servcie offreing that delights the customers.

Global and Domestic Mobility Policy Development

Ensure our GM policies meet our needs and HR strategy and are in supporting the attraction, development and retention of talent.

Regularly review our Global and Domestic Mobility policy framework against market and compliance requirements, applying extrenal benchmarking to ensure CSL remains comoetitive in the mobility offeringEngage internally and externally to understand the requirements and identify gaps.Develop policy solutions that support our overall HR strategy and are in consideration of market practice and meet compliance needs.

Global and Domestic Mobility Governance

Design and maintain effective governance of global and domestic mobility programs across the CSL Group:

Respond to policy interpretation queries from global HR community, Managers and EmployeesProvide compliance guidance to the business concerning immigration and taxation mattersDevelopment and ongoing review of Global Mobility content for upload to askHR Employee Center (ServiceNow)Development of documentation for Global Mobility SharePoint to provide regional HR Mobility Specialists with tools to perform their rolesOversee preparation of annual reports of relocation benefits by employee for country specific taxation purposes (e.g. FBT, P11D, US Gross-up)Ensure Social Security compliance for international assigneesEnsure individual international assignees' health insurance coverage is in place as applicableReview GM policy exception applications and escalates as appropriateUndertake periodical surveys of mobile employees to gain feedback on the relocation experience.

Global Mobility Vendor Management

Select Global Mobility vendors for the provision of cross-border taxation, immigration and relocation and destination services in collaboration with CSL's Sourcing group.Manage relationships with selected vendors and ensure service delivery is of expected quality and following Service Agreements.Work with vendors towards continued improvement and optimisation of services.Collaborate with CSL's intrebal srakeholders - Head of Global Benefits and CSL's Expatriate Health Insurance provider, to ensure CSL's employee needs are understood and met.

Global Mobility COE Services

Lead Global Mobility COE to provide primary services:

Oversee use and continuous improvement of case management system askHR Employee Center/ServiceNow related to the management of Global Mobility cases.Review Assignment and Relocation Cost Estimates before provision to the business, if requested by TeamCollaboration with Compensation COE to obtain appropriate salary for individual assigneesOversee preparation of shadow payroll calculations and implementation with home & host payrolls with guidance from external tax vendorReview balance sheet calculations for certain assignment offersManage year-end processes for global assignees: Merit review, STI proration and Home Reference salary reviewOversee individual case management for selected senior international appointments

Global Mobility training and coaching

Design and develops Global Mobility training programs and delivers training and individual coaching to:

Global Mobility team members to enable them to perform their roles.HRBP and Talent Acquisition teams to understand their role in the global mobility processOther HR COEs to understand interdependence of services with GM

Budgeting and Analytics

Manage global mobility program costs, including budgeting, and cost-saving initiativesManage the preparation of GM budgets and quarterly forecasts and analysis, including provision of separate budgets and forecast inputs by site and function.Oversee preparation of Global Mobility reports for multiple purposes (e.g. HRLT, Equity)

Other

Build and maintain relationships with key stakeholders to ensure that service delivery meets business expectationsEnsure that high standards of service are maintained and improved upon to ensure continuous improvementPerform other responsibilities and tasks including project work.

Your Skills and Experience:

Bachelor's Degree in Business, Human Resources, Finance or other appropriate discipline; Master's Degree desirable.Seven to ten years' experience in a Senior Global Mobility role in medium to large multinational organizations; personal experience of living and working abroad highly desirable.Prior experience in other HR roles highly beneficial.Demonstrated leader of global mobility programs with significant assignee populations across multiple global jurisdictionsExcellent knowledge of global mobility subject matter, including expat administration, immigration and tax complianceDemonstrated experience of managing external vendorsStrong numerical and analytical skillsStrong communication and influencing skills, with cross-cultural sensibilityAdvanced writing skills, particularly in the area of policy writingWell-developed people management skillsExcellent negotiation skillsStrong project management skillsExperienced trainer and coachAdvanced skills in Excel, Word, Outlook and PowerPointExceptional attention to detail with the ability to identify errors

Working Conditions:
