HAZMAT Storage SpecialistOverview:
The HAZMAT Storage Specialist supports scheduled submarine and ship maintenance activities at Naval Base Guam by providing accurate and timely receipt, storage, tracking, and distribution of hazardous materials. This position plays a key role in support of the Pearl Harbor Naval Shipyard Detachment Guam (PDG) by maintaining custody and control of materials—especially those supporting Job Order Key Operations (JOB/KOP)—and ensuring all movement is recorded within the Navy’s Material Accountability Tool (MAT). The Specialist ensures compliance with applicable Navy, DoD, OSHA, and environmental regulations and protects the integrity of government systems and records, particularly user-controlled elements of MAT.
Primary Responsibilities: Receive, inspect, and verify incoming hazardous materials in support of PDG maintenance schedules and shipyard operations. Maintain physical storage, control, and segregation of hazardous materials in accordance with compatibility codes and regulatory requirements.Manage the preparation, issue, and tracking of Job Order Key Operations (JOB/KOP) kits to support scheduled maintenance timelines.Enter and update data in the Navy’s Material Accountability Tool (MAT) to document receipt, stowage, issue, and delivery of materials at each stage of movement. Ensure the integrity of user-controlled MAT data elements through consistent, accurate input and compliance with data management protocols.Coordinate material movement with government and contractor personnel to ensure on-time delivery to work sites or storage areas.Track and manage inventory levels, shelf-life items, and reorder points to prevent delays in maintenance support. Operate material handling equipment (e.g., forklifts, pallet jacks) rated for use with hazardous materials.Conduct regular warehouse inspections to ensure material safety, correct storage practices, and proper documentation of HAZMAT.Maintain accurate records, including MSDS files, and ensure compliance with environmental and safety regulations. Support spill response and reporting procedures in accordance with Navy protocols.Provide training or guidance to other warehouse staff on hazardous material handling, PPE, and MAT system use.Expedite delivery directly to the Material Expediter or other specified locations within Naval Base Guam, including Polaris Point, and provide intra-yard material movements as directed by PDG personnel. Escort deliveries to Navy Base Guam and handle special exception requests; pick up and deliver disposition material, associated paperwork, and discarded pallets, packing, and dunnage as requested.Supervisory Responsibilities:None
Education and/or Experience: High school diploma or equivalent. Minimum 2 years of experience in warehouse or logistics roles, with at least 1 year in hazardous materials handling. Experience working with Navy logistics systems or Job Order Key Operations (JOB/KOP) strongly preferred.Knowledge, Skills, and Abilities:Familiarity with the Navy’s Material Accountability Tool (MAT) or similar inventory systems highly desirable.Ability to read and interpret safety data sheets, government regulations, and technical documentation.Strong attention to detail and ability to manage critical material data with integrity and accuracy.Certificates, Licenses, Registrations: Valid and current HAZMAT Certification required. Forklift certification (or ability to obtain).Security Clearance:Position requires U.S. Citizenship, a U.S. Government background check, and may require a U.S. Government SECRET Clearance.• If SECRET Clearance Level is required, candidate must also:
• Have a current U.S. Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. Government-administered investigation.
• Be able to maintain a U.S. Government SECRET clearance.Physical Demands:Required to wear personal protective equipment (PPE) and comply with HAZMAT handling standards.Physical requirements include lifting up to 50 pounds, standing for extended periods, and working in various environmental conditions.Work Environment: Work is performed in a warehouse or shipyard environment at Naval Base Guam with exposure to hazardous materials and operational equipment. May require flexible hours or emergency response support during mission-critical operations.
