HAZARDOUS CARGO SHIPMENT INSPECTOR (FORK LIFT OPERATOR
Summary The primary purpose of this position is to inspect all cargo for documentation discrepancies and to correct/recertify hazardous cargo and perform all other task that requires special handling. Work Customer Service functions. Responsibilities Receives and inspects all hazardous cargo for air/surface shipments arriving for proper packaging and certification. Certifies in-transit and originating hazardous cargo shipments JAW appropriate instructions and regulations when required. Inputs cargo documentation information into Global Air Transportation Execution System (GATES) computer via Cathode Ray Tube (CRT). Performs duties and operates equipment in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations. Operates forklifts and automated Materials Handling Equipment (MHE), Forklifts 4K/6K/1 OK and general purpose vehicles. Palletizes and restrains cargo on 463L pallets. Handles all types of hazardous and special handling cargo to include Whole Blood, Human Remains, Explosives, Food-stuffs, Fresh Produce (refrigerated and non-refrigerated, Registered Mail, Customs shipments, high priority (999, FSS, AMC MICAPS, Green sheet, Life or Death), signature service and security cargo, and Military trained working dogs and their handlers. Loads/Unloads aircraft with highly visible/valuable cargo shipments and ensures priority, critical, and special handling cargo shipments are expedited. Provides security for controlled area. Provides OJT and technical training assistance to military, civilian, and Air Rescue Component personnel in hazardous materials qualification and/or upgrade training. Supports management and local directives. Requirements Conditions of Employment Qualifications QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000 Packing And Processing Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-7001 HAZARDOUS CARGO SHIPMENT INSPECTOR (FORK LIFT OPERATOR more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to readily identify and process all categories of cargo to include hazardous cargo (acid, ammunition, explosives, etc) with respect to applying proper crating and packaging techniques, utilize packing materials of appropriate strength and substance to store, protect, and ship cargo safely and ensuring correct marking and labeling. 2. Ability to perform inspections, document findings, and make recommendations for corrective actions to be taken when necessary. 3. Knowledge of reinforcement measures such as blocking, bracing, and cushioning items within shipping containers for protection intransit. 4. Knowledge of safety regulations, practices, and procedures. 5. Skill in the use of manual or computerized equipment to access regulatory and shipping databases for instructions regarding packing, shipping, and labeling of national and international shipments. 6. Skill and dexterity to safely operate hand lifts, pallet jacks, dollies, and warehouse platform lifts. Skill and dexterity to safely operate forklifts without more than normal supervision. Physical Effort Work is performed on hard surfaces and in areas that frequently require incumbent to stand, stoop, bend, and work in tiring and uncomfortable positions. Requires frequent lifting and carrying of parts, equipment, and packed containers that weigh up to 70 pounds. Working Conditions Work is typically done inside in well lighted, heated, and ventilated areas, but the incumbent may occasionally work outside. Work is sometimes dusty, dirty, greasy, and poorly lighted. Frequently exposed to the possibility of cuts, scrapes, or other injuries when using hand tools and equipment. May be exposed to noxious fumes, skin irritants, and flammable chemicals as a result of working with hazards from hazardous cargo PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
