Job Description:

Graduation Approach (GA) Coordinator

The Role:

The Graduation Approach (GA) Coordinator will coordinate the delivery of technical approaches to ensure they are well sequenced, layered and integrated to enable the Graduation Approach of the RFSA while also ensuring the social dimensions of food security and community resilience are effectively addressed across all activity components at all levels through the entire award period. S/he will work closely with a team of coordinators and specialists in M&E, cash transfer and compliance monitoring, gender, youth and social cohesion, mental health and psychosocial support, livelihoods, disaster risk reduction and economic empowerment to implement a comprehensive, culturally sensitive, and human-centered-+s approaches, support training of consortium members and implementing partners in these approaches, and monitor metrics to measure effectiveness at partner, individual, household and group-levels.  S/he will rollout social inclusion—in particular, IDP, marginalized population, gender, and youth integration to ensure the intended Activity outcomes are met. 

With guidance from the GA Lead, s/he will coordinate and monitor the technical implementation of the graduation approach by the local implementing partners at group and household-levels. S/he will coordinate the field planning of activities with other technical unit teams and implementing partners, ensuring efficient and effective implementation of core interventions. S/he will ensure that standard operating procedures and implementation guidelines and tools are disseminated to the field teams and that implementation adheres to the SOPs and guidelines. 

Working with the M&E team, the GA Coordinator will ensure participant-level data is collected as per design tools and timelines, and feedback from the data is provided to the implementing teams and findings used to inform program adaptations. The GA Coordinator will report to the EMERGE Graduation Approach Lead and work collaboratively with the Monitoring and Evaluation Coordinator, and Disaster Risk Management (DRM) Coordinator, Cash Transfer and Compliance Management (CTCM) Coordinator in the collection, analysis, and utilization of information from a broad range of sources to inform day-to-day program implementation;

Key Responsibilities:

Coordinate the graduation approach roll-out, monitoring, and refinement processes;

Working with the EMERGE GA Lead, support identification of implementation gaps and challenges and development of research/learning agenda to inform future technical approach upgrades; Support rollout of training modules and human-centered training methods, providing technical backstopping, review of toolkits and mobilization of translations, and content-development expertise;Monitor the activities of third-party service providers, such as TVET centers and banking service providers and provide feedback to the GA Lead to facilitate review and improvements to service offerings;Coordinate the activities of the technical advisory teams to establish networks at mentor/group levels to identify stand-outs to access additional interventions and trainings;Coordinate technical advisory teams’ activities to establish technical working groups and information-sharing platforms (e.g. WhatsApp) to coordinate Activities and mentor consortium members and implementing partners on technical approaches;Coordinate capacity building initiatives to strengthen consortium member and implementing partners’ capacity to deliver technical approaches; 

Program coordination to ensure high quality sequencing, layering, and integration; 

Coordinate planning at field level planning to ensure effective sequencing, layering and integration by consortium members and implementing partners;Ensure technical interventions are integrated, layered, and sequenced appropriately within the activity and with external stakeholders including USAID, the private sector, other donors, and Federal Government of Somalia;Working closely with EMERGE M&E, ensure technical advisors develop graduation criteria,effective/impact metrics, cohort management tools,  monitoring schedules and quality checklist, monitor projects, identify challenges/opportunities, support solution-finding, and iterate methods for improved impact;Promote a culture of team work and close collaboration between EMERGE departments, consortium members and implementing partners; 

Program learning adaptations to reach the most-vulnerable-populations and enable them graduate and sustain graduation;

Coordinate data collection activities to generate evidence to inform technical approaches, program decision and adaptations; Work closely with M&E Coordinator in the collection and dissemination of information from EMERGE resource and data to develop learning products;Support dissemination of lessons and feedback, and new programming decision to field implementation teams and support implementing partners to implement these new decisions.Work with implementing partners to generate implementation experience and feedback and report challenges for further processing by the technical advisors;  Coordinate assessment and evaluation processes and knowledge sharing with field level stakeholders;

External Engagement & Influence

Participate in working/coordination groups, share learning and identify future collaborations; Coordinate mapping of critical service providers and support identification of strategic partnerships in the field to link, integrate, and share data with.   S/he coordinate sequencing, layering, and integration of technical interventions at all levels of implementation with other initiatives including USAID investments, the private sector, other donors, and FGS;S/he will represent consortium with government at local levels;Collaborate with EMERGE Communication Coordinator to support identification of challenge/success stories, and support their development;

Essential:

Bachelor’s degree in a relevant field (social sciences, business studies, etc.) with three years of work experience in agriculture, economic, food security, international development or non-profit management.Three years of experience implementing the graduation approach is required.Must have demonstrated experience implementing the five components of the graduation approach and have an in-depth understanding of how gender, age, and other locally relevant socio-cultural factors may play a role in targeting participants.Previous experience in working in a large USAID grant including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s.Strong interpersonal skillsExcellent oral and written communication skills in English, Somali, and other local language(s)Mentoring and facilitation skills,Field experience in low-resource environments.Demonstrated communication, creative problem solving, and management skills. Experience working with Somali communities.Fluency (native) in Somali and/or Arabic is preferred.

Working Environment:

The position is field-based in Baidoa with frequent travel to field operation areas required.
