General Engineer/Physical Scientist
Summary A successful candidate in this position will support the oversight of nuclear safety controls (included engineered systems) and requirement reviews of Documented Safety Analysis for nuclear explosive operations for all active weapons programs at the Pantex Plant. Responsibilities As a General Engineer/Physical Scientist you will Responsible for technical review of the following processes: Safety Design Strategies, Preliminary Documented Safety Analysis, Documented Safety Analysis (DSA), and Technical Safety Requirements (TSR), Assigned Safety Systems, Cognizant System Engineer Program, and Configuration Management. Provides technical review of proposed controls and their implementation for nuclear explosive and nuclear material operations. The incumbent provides federal oversight of the planning, coordination and implementation of controls and safety systems to meet the requirements of 10 CFR 830, DOE Order 420.1, and 452.2. Ensures systems, structures and components that are important to nuclear facilities safety, as identified through Safety Analysis Reports (SARs) and Hazard Analysis Reports (HARs), are properly defined, and managed to maintain operability, reliability, and availability. Provides federal oversight of Safety System operability determination or evaluations for safety systems with identified deficient conditions. Provides contractor oversight of Safety Basis activities to ensure the applicable DOE/NNSA requirements. Develop the technical justification supporting approval of Contractor developed Nuclear Safety Documentation via Safety Validation Reports and Safety Evaluation Reports. Prepares briefings to senior management and HQ staff. Resolves issues affecting assigned projects with support from other technical experts within or outside assigned organization. Interfaces with the M&O Contractor and other PFO organizations to gain insight on SB activities and assigned system performance. Specialized experience for this position is defined as: Experience applying nuclear safety engineering base program principles, practices, requirements, and objectives sufficient to administer nuclear engineering safety rules, regulations, and standards. Examples of Qualified Experience: Experience performing reviews associated with any of the following; preliminary hazard analysis, un-reviewed safety questions, safety analysis, technical safety requirements, fire hazard analysis or safety-related systems. Experience with technical or operational problems (e.g. Unreviewed Safety Questions, Potential Inadequate Safety Analysis, Technical Safety Requirement Violation, Occurrence Reporting, Readiness Assessments, and Management Assessments). To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
