Nature of Work
Coordinates, inspects and monitors all gas utility installations involving steel welding during construction to assure compliance with City utility construction standards, approved plans, and local, state, and federal regulations.
E NVIRONM E NTAL FACTORS
Position functions forty ( 40 ) percent indoors with no notabl e hazards or adverse environmental factors and sixty ( 6 0 ) percent outdoors subject to all types of weather conditions, mechanical and electrical hazards, explosives, burns, fumes, odors and gases , excavation equipment, and varied traffic conditions . Safety clothing and devices include safety helmet with face mask, fire retardant coveralls, protective eyewear, steel toe boots, vest , and breathing apparatus.
PHYSICAL FACTORS
Position involves the ability to lift items weighing up to fifty ( 50 ) pounds; verbal, visual and auditory abilities to perform essential job functions; standing, balancing, bending, stooping, climbing, crouching, kneeling and reaching above shoulder height; ability to ambulate on uneven surfaces and work in confined spaces ; frequent computer use.
WORK SITUATION FACTORS
Position involves competing demands, performing multiple tasks, working to deadlines, work beyond normal business hours, including evenings and weekends , and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services . Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy . DOT REGULATIONS REQUIRE DRUG AND ALCOHOL TESTING AND RELEASE OF INFORMATION FORM (49 CFR PART 40) .

Position is a full-time, regular, non-exempt, position but may be used to fill other full-time, regular and contract positions.
This position is graded at RN18.
Duties and Responsibilities
+ Inspects and maintains records of all steel welds on gas systems, Destruction Testing, and X-Ray Interpretation for acceptance of high-pressure welds in accordance with all applicable rules, regulations, and standards, to include the API (American Petroleum Institute) 1104.
+ Ensures all projects inspected comply with applicable federal, state and local recordkeeping requirements, utility standards, and related processes and procedures; provides guidance and final interpretation and/or instruction to Gas Inspectors on various matters to ensure compliance with applicable policies, standards, and regulations; remains current on all relevant natural gas state and federal regulations, including DOT(Department of Transportation) regulations, to provide appropriate guidance and support.
+ Provides training and safety support for the administration of the Operator Qualification (OQ) Program, poly-fusion welding, and tests vendor products and equipment to provide appropriate recommendations; provides training on steel arc and oxyacetylene welding, and administers Welding Certification tests to ensure consistent standards are applied and achieved.
+ Develops and maintains written procedures and training materials on steel related equipment and welding procedures to remain current with PHMSA (Pipeline and Hazardous Materials Safety Administration) requirements and the latest edition of API 1104 as adopted by NMPRC (New Mexico Public Regulation Commission); maintains high pressure stopple equipment and assists in training staff to assure the proper and safe use of high pressure equipment.
+ Reviews plans to order corrections, substitutions, or additions where specifications have not been met as to quality, quantity, and methods of construction; prepares and presents various special and recurring reports to include daily inspection reports for each job site visited to document pertinent data as required; identifies causes of utility standard variances to recommend appropriate solutions.
+ Represents Gas Section when interacting with other City Departments, contractors, outside agencies, and the general public; provides customer service and maintains a customer friendly environment to respond to sensitive and controversial issues, including customer inquiries, complaints, and problems.
+ Assumes the responsibilities of the Training/Safety Coordinator as needed.
Minimum Qualifications
Equivalent to an Associate Degree in Engineering Technology or related field AND three (3) years of welding experience utilizing procedures compliant with American Petroleum Institute (API) 1104. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
LICENSES/CERTIFICATIONS
V alid driver’s license required . Position requires an acceptable driving record in accordance with City policy . Certified Welding Inspector (CWI) through the American Welding Society (AWS) is required . Selected candidate m ust become OQ (Operator Qualified) within six (6) months of hire date and obtain OQ Master Evaluator Certification within one (1) year of hire date .
Knowledge, Skills, and Abilities
Considerable knowledge of: Natural gas systems and applicable DOT regulations; poly and steel welding equipment; procedures and standards for installing, maintaining, and repairing natural gas mains and services; safety equipment and procedures used when working on and around natural gas and other utility lines; principles, practices, procedures and techniques to safely and effectively weld gas steel pipelines and connections; general layout of the City's natural gas system; principles of cathodic protection; emergency response procedures; gas leak detection procedures and related OSHA (Occupational Safety and Health Administration) standards; principles, practices, and techniques of recordkeeping, records and file management; methods and standards for preparing business correspondence, business English, spelling, and grammar; basic and specialized personal computer applications; business and personal computers and related software to effectively perform the functions and duties of the position.

Skills in: using tools, equipment, materials, and supplies for the installation, maintenance, and repair of natural gas mains and services; using SMAW (shielded metal arc welding) and GMAW (gas metal arc welding) Welders, Plasma Cutter, Oxyacetylene Welder, Stoppling Equipment, Poly Pipe Joining Equipment. analyzing issues, evaluating alternatives, and making logical recommendations based on findings to address issues; communicating effectively with employees and the public; reviewing, evaluating, and verifying relevant records, mathematical calculations, and documentation; updating processes and information, maintaining accurate records, and identifying issues; using sound judgment in applying established guidelines to solve problems; working independently and using initiative; reading and interpreting rules and regulations; operating standard office equipment and a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner.
