Foreign Military Sales (FMS) Program AnalystThis is a Part-time position.
KBR is seeking a Foreign Military Sales (FMS) Program Analyst to join our team. In this role, you will assist government FMS Case Managers with the oversight and management of Foreign Military Sales (FMS) program efforts in support of NAVAIR System Security Cooperation Office (SSCO) - International Programs in our Jacksonville, Florida Location.
The NAVAIR System Security Cooperation Office (SSCO) - International Programs is a division within the Naval Air Systems Command (NAVAIR) that manages the sale and support of US naval aircraft and related systems to foreign partner nations, facilitating international military cooperation through defense articles, training, and other defense services to support US national security objectives.
Role and Responsibilities:
Assists in the direction of program activities to meet client work objectives.
Assist in DSAMS case development IAW standards established in SAMM (DoD 5108.38-M) and program management relating to execution of FMS cases.
Collect, organize, analyze, and interpret technical data and financial information relating to acquisition and establishment of FMS program plans and milestones.
Coordinate updates on FMS program status, progress, and assist in the development of forecast reports.
Assist with the development of transportation plans and maintain tracking techniques to monitor program execution.
Assists in the preparation of briefings, presentations, justifications, correspondence, and detailed reports to various levels of leadership and foreign officials.
Establish, schedule, and ensure participating activities and compliance with programmatic requirements.
Assist with preparation of correspondence and directives as necessary to ensure that schedules (in support of the assigned FMS cases) are properly reported and formally answered.
Communicate effectively verbally and in writing with team member and members of foreign governments.
Assist with sanitization of data IAW NAVAIR Security and Technical Transfer Policies/Procedures.
Provide general administrative support (take meeting minutes, track action items, coordinate meetings, and support briefings).
Basic Qualifications:
Bachelor’s Degree from an accredited college or university or a minimum of 5 years of Naval Aviation professional experience.
A minimum of three (3) years FMS work experience preferably in the field of Naval Aviation program management.
Requires experience in FMS program management, technical work, staff coordination, financial and business development, and development of complete detailed projects.
Have working knowledge of supporting Automated Information Systems like DSAMS, CDAT, SCIP, CEPT and foreign disclosure SharePoint; Must be able to assist in retrieving, reviewing, and inputting data.
Must have demonstrated experience commensurate with the skills required to perform a wide range of analysis, to develop worthwhile recommendations, and to prepare clear and succinct reports for management’s consideration.
A strong technical background and have an understanding of FMS and the myriads of other international agreements is required.
Must be able to obtain and maintain a secret level security clearance.
Preferred Skills and Qualifications:
Must demonstrate ability to work effectively with high-ranking USG and FMS customers’ country representatives on major FMS programs.
Completion of International Programs Security Requirements (IPSR) online course.
and attended Defense Institute Security Cooperation School (DISCS) for Case Management.
Must have a comprehensive knowledge of Microsoft Office products such as Outlook, Excel and Microsoft PowerPoint,
Demonstrate comprehensive knowledge and experience in qualitative and quantitative analysis of FMS Programmatic requirements.
The preferred candidate will be familiar with SECNAV, OPNAV, NAVSUP and OSD forms and documentation related to the import and export of military items such as DD250s, DD1348s and DD1149s.
The preferred individual must have an understanding of configuration management requirements and responsibilities to apply government-instituted processes for documentation, change control management, data management, and other relevant processes.
