RESPONSIBILITIES AND DUTIES - FOIA Site Lead Specialist (FSLS) | FOIA Administration Support [USA001006]
The FOIA Site Lead Specialist shall conduct overall management, coordination, and provide liaison with the Government. The FOIA Site Lead Specialist shall be the primary point of contact for any and all communication with Government Personnel. The FOIA Site Lead Specialist shall be responsible for the performance of the work. The FOIA Site Lead Specialist and alternate shall have full authority to act for The ProSidian Engagement Team on all contract matters relating to daily operation of this contract.
The ProSidian FOIA Site Lead Specialist (FSLS) shall manage and administer all services performed under this contract under the title of FOIA Site Lead Specialist. Contract Management shall include developing any and all plans and procedures required to furnish the services described herein, as well as implementing and monitoring these plans and procedures within 90 days from contract award.
The FOIA Site Lead Specialist shall provide supervision for all ProSidian employees, and contractors and coordinate and administer all on-site work required to meet the requirements of this contract.
The FOIA Site Lead Specialist shall record and submit clear and concise meeting minutes for meetings held with the FOIA Support sections to the COR no later than three (3) business days after the meeting is held. Meeting minutes will include at a minimum the date and time of meeting, names of attendees and absent participants, purpose of meeting, decisions made, action items, and due outs. Contractor will ensure documents have appropriate classification markings in accordance with DoD policy.
The FOIA Site Lead Specialist shall ensure ProSidian employees, and contractors observe regular duty hours as identified in paragraph 1.6.4 except as necessary to meet the requirements of this contract. The FOIA Site Lead Specialist shall be on-site during standard business hours. The FOIA Site Lead Specialist is also responsible for providing weekly attendance reports to the Director of Finance and the COR.
The FOIA Site Lead Specialist shall attend any and all meetings necessary to furnish the services described in this PWS. . The FOIA Site Lead Specialist (FSLS) will provide services as a FOIA Administration Support Clerk supporting critical Freedom of Information Act (FOIA) processing services on behalf of the U.S. Southern Command (SOUTHCOMM) and Joint Task Force – Guantanamo Bay (JTF-GTMO). This role supports the Office of the Staff Judge Advocate by assisting with the search, review, organization, and redaction of government records in response to FOIA requests.

Developing an action plan for new FOIA cases. Conduct quality assurance reviews for redactions submitted by JTF-GTMO Directorates. Tracks and coordinates responses from various offices and redacts materials where appropriate.Processing FOIA requests using the department’s FOIA request management tracking system including assembling legal documents and evidence, reviewing cases, redacting information and applying exemptions as necessary, preparing the appropriate responses, and electronically submitting to Government staff for approvals. Communicating with outside organizations and higher headquarters on FOIA-related matters.The FOIA Site Lead Specialist (FSLS) shall exhibit and provide prior knowledge and experience in FOIA processing to support JTF-GTMO’s mission and liaise with the JTF-GTMO FOIA Program Manager and coordinate closely with other JTF-GTMO directorates to streamline FOIA response efforts. Additional duties may include drafting FOIA-related documents for JTF-GTMO personnel review and signature, conducting follow-up training for JTF-GTMO staff, and ensuring proper document handling procedures.
Additionally, personnel will assist in archiving, maintaining government records, and conducting quality assurance reviews to ensure that sensitive information is properly handled in accordance with FOIA exemption guidelines. Ancillary Details Of The Roles
Due to the sensitive nature of our work, the individuals who will be actively completing work on this contract or reviewing documents related to our operations must either be cleared (Secret Fcl / Top Secret Fcl) or be able to obtain and maintain a clearance. All personnel must possess an active Secret clearance with eligibility for Interim TS/SCI or a full TS/SCI clearance in DISS at the time of proposal submission and maintain it throughout the contract. Compliance with FAR 52.204-2 and DoD security requirements (DD Form 254, DD Form 441, and DoD 5220.22-M) is mandatory. Employees denied a Top Secret clearance after receiving an Interim TS will be restricted from contract duties, but this does not relieve ProSidian from performance obligations.
Additional ancillary responsibility for Energy Communications Specialist involves engaging with stakeholders to ensure alignment with DOE objectives.
