Responsibilities Responsible for performing recurring duties associated with development and implementation of base fitness and intramural sports programs and staff members. Plans, budgets, and maintains equipment and supply inventories required for conducting fitness, sports and facility needs, manages and performs maintenance of equipment and facility oversight. Performs shift leader duties. Interfaces with contracted officials' organizations and acts as coordinator between the officials' organization and the Fitness Center Contracting Officer. Functions as the fitness and sports program point of contact (POC) for all fitness and intramural sports programs, and related facilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), Administrative and Management Positions, 0030. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems which includes the ability to plan, supervise, administer, or carry out a sports program that includes a variety of individual and team sports; and guide participants in developing the skills needed for participation in sports activities and to teach the techniques of various sports. Examples of qualifying specialized experience include: Managing or administering a sports program in a community, industrial activity, or secondary school or college, or planning, teaching, or evaluating a physical education curriculum for secondary or higher academic levels, or managing, umpiring, or officiating at amateur or professional athletic events, competitions, or games. OR EDUCATION: Must have successfully completed a 1 full year of graduate education or have superior academic achievement. NOTE: You must submit a copy of official college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the range of Air Force fitness and sports activities and services, participant interests and needs, and the methods and processes that enable the employee to plan, promote, organize, and conduct a variety of instructional fitness and sports programs, group exercise classes, and special events. Knowledge of the physical and psychological factors in fitness related programs and projects, individual and team sports as well as the nature, purpose, and organization of recreational and competitive individual and team sports activities. Skill in effectively managing the financial and equipment resources provided for the fitness and sports program area to include estimating and tracking budgetary requirements; issuing and tracking use of equipment; controlling inventory; monitoring cleaning of facilities; and performing preventative, quarterly, and emergency maintenance and repair of fitness and sports equipment. Skill in conducting clinics or seminars to inform and/or train coaches and officials; training and developing personnel in individual and group/team fitness requirement standards and sports; and planning, organizing, and conducting tournaments or competitions. Skill in applying working knowledge of established safety standards and procedures related to exercise and fitness equipment by demonstrating the proper use of equipment; ability to establish program objectives or performance goals and assess progress toward their achievement, as well as to change program requirements within available resources with minimum adverse impact on satisfaction with the quantity and/or qualify to fitness and sports activities. Ability to communicate effectively both verbally and in writing, including use of information technology sufficient to support required programs functions, and to establish and maintain effective working relationships with fellow employees and customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
