FINANCIAL SYSTEMS SPECIALIST (CYBER)
Summary Who may apply: Current, permanent DFAS employees in the competitive service, current DFAS VRA employees within DFAS and eligible Priority Placement Program DoD Military Spouses Preference applicants. Responsibilities Serves as a senior analyst responsible for managing and administering data, user security standards for the protection of DJMS, DMO, CMS, DDMS, DCPS and other systems information, data, and/or personnel resources related to systems access. Develops and coordinates security, fraud, waste, and abuse policies, preventative measures and actions necessary to protect resources and safeguard information for systems access and system security. Reviews activity reports to analyze and investigate violations to determine facts and recommend corrective actions. Researches and gathers information to identify business processes as it relates to systems access and systems security. Develops test criteria and ensures timely and accurate tests are performed in accordance with internal controls and audit procedures. Troubleshoots problem areas and presents options for managing work, project objectives and milestones. Serves as a technical expert/lead for audit requests from the General Accounting Office (GAO), Office of Special Investigations (OSI), and other agency audits relating to security standards or requirements. Develops statistical reporting for management reports, systems access research and analysis, and system user verification, etc. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Experience with military and civilian pay systems access, designing principles, systems testing, contingency planning, Automated Data Processing security issues, policies and regulations. Balancing financial management and internal control policies and regulations; documenting and recommending system access request requirements; and researching system access request issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Education is not substitutable for specialized experience at this grade level. Additional Information In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months. The General Schedule (GS) basic pay schedule may vary by geographic locality. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
