FINANCIAL SYSTEMS SPECIALIST
Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Position is located in: Info & Tech Dir., Payroll Services, Payroll Support Systems, MYPAY & SORS -ZTBDB This job announcement may be used to fill similar positions on other teams in the I&T Directorate. Applicants on Cleveland list may be considered for positions in Bratenahl. Responsibilities Monitors pay cycle debt processing and tracks delinquent debts for the travel card program. Performs monthly reconciliations of fees for services and invoices. Tracks and reports statistics for the travel card program. Monitors ongoing areas within military and civilian pay and related systems to ensure optimal operating effectiveness and to ensure compliance with current procedures and regulations. Develops test plans and prepares test input situations designed to test software and clerical procedures. Maintains a simulated test population and test plan for purposes of testing changes to the various pay and pay related systems. Analyzes system requirements to assess consistency, completeness, validity, testability, and impact on system integrity. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Performing operational data analysis; performing financial system analysis, design, development, testing and support of automated payroll systems; ensuring that system design, revisions and modifications comply with finance and accounting practices; developing test plans and evaluation plans for systems; and evaluating test results and takes appropriate corrective action. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Substitution of education for experience: A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim.) Additional Information In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Employment in this position requires a background investigation which may delay starting date.
