Financial Management Specialist
Summary This position is located in the Accounting Operations Division. Financial Services Directorate, Chief Operating Officer. Responsibilities This position serves as a Financial Management Specialist in the Financial Services Directorate and may be assigned to work in the Accounting or Financial Reports Division. The incumbent is responsible for managing a major financial program or activity. This includes performing financial reviews, analysis, reconciliation and approvals for various types of financial data required for the financial operations of the Library of Congress. The incumbent is expected to document financial policies and procedures as well as provide training and guidance to customers. The incumbent must communicate professionally and effectively with customers of the Financial Services Directorate. Reviews and analyzes current processes and/or procedures. Makes recommendations and implements improvements. Drafts documentation and presents training to provide instruction and ensure conformance with Library policies and procedures or other authoritative guidance. Composes, distributes, and maintains documentation for standard operating procedures and system processes. Directs agency wide efforts to maintain awareness and relevant compliance as applicable with rulings from other Federal agencies such as the Department of Treasury, the Government Accountability Office, the General Services Agency, etc. Serves as a technical expert on vendor and financial management systems. Advises senior level management on necessary customization of new and existing systems in order to maximize relevant functionality for service units across the agency. Resolves diverse and complex technical questions relating to financial documents policies and processing. As a subject matter expert in their area of responsibility, researches the most unique, complex, or sensitive requests. Provides leadership and sound judgement when suggesting alternative solutions when problem solving. Performs compliance and other reviews to ensure proper internal controls are followed to minimize the risk of fraud, waste or abuse in the program or activity managed. Ascertains the extent of compliance with established regulations, policies and procedures. Evaluates findings and communicates findings through the issuance of written or oral reports, or memos depending on the type of review performed. Utilizes the financial management system or subsidiary systems to generate reports for distribution to management staff. Produces required reports and reconciliation reports on established schedules. Independently organizes and maintains fiscal records related to the program or area of responsibility. Maintains data and statistics of operational programs and analyzes the data and trends. Generates and distributes reports as a tool for making sound planning decisions. Responsible for efficient management of a program or financial activity which includes managing system administration for a financial management or supporting system, providing guidance on policies and procedures, developing specific objectives and devising new methods, techniques and criteria pertaining to financial data and system analysis; resolving user and system problems, reconciling or verifying accuracy of data associated with the program or financial activity, monitoring financial activity and identifying errors or inefficiencies and providing customer service to program participants. Responsible at all times for providing effective and timely communication and correspondence associated with the program and/or financial activity. Responds to inquiries, provides guidance on policies and procedures, requests information or supporting documents. Leads agency-wide and Service-unit specific training sessions and represents an office or activity in high-level meetings. Serves as a liaison and primary point of contact for key persons and groups inside and outside the Library. Plans and conducts meetings and other communication activities supporting the program. Independently plans and completes various levels of financial review and analysis activities related to their area of expertise for the purpose of ensuring accuracy and validity of financial transactions and reporting through the analysis and reconciliation of various transactions. Serves as the final approver for a variety of system document types. Identifies and resolves complex accounting transactions that may create out-of-balance conditions. Tracks back through a series of transactions and adjustments to isolate original errors and make corrections. The position description number for this position is 382241. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
