FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL MANAGEMENT ANAYST in the US NAVAL FORCES SOUTHERN COMMAND/U.S. FOURTH FLEET of COMDR US NAV FORCES SOUTHERN CMD. Responsibilities You will serve as a Financial Management Analyst for Resources and Requirements. You will perform a variety of budgetary functions when reconciling the command's travel program. You will provide expertise in relation to the Defense Travel System (DTS). You will maintain ledgers and journals to ensure control and financial accountability in showing complete audit trails. You will develop annual program spend plans. You will prepare allotments and sub allotments of funds, allocating resources to programs based on analysis of budget estimates, historical expenditures and approval funding. You will provide financial advisory services for the budget. You will provide accounting services: preparation, examination, analysis, presentation and interpretation of accounting data, records, and reports. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one (52 weeks) year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience resolving budget and accounting problems, and applying appropriate laws, directives and regulations of internal control programs and procedures. Experience with all types of financial records to ensure obligations, expenditures, delivery status and available balances are accurate and supported with proper fund control documentation to accurately manage certification of obligations. Experience establishing and monitoring internal controls to identify problem areas, and determine actions required to improve program effectiveness to maintain the integrity of financial and accounting information. Experience clarifying financial policies and instructions as it relates to special problems and program relationships. Experience with automated data processing software programs and systems to include Standard Accounting, Budgeting and Report System (SABRS), Command Financial Management System (CFMS), Wide Area Workflow (WAWF), Standard Labor Data Collection and Distribution Application (SLDCADA), Defense Travel System (DTS), Work Year and Personnel Cost (WYPC), and CITIDIRECT.
