FINANCIAL MANAGEMENT ANALYST
Summary Who may apply: Current, permanent DFAS employees in the local commuting area in the competitive service, current DFAS VRA employees in the local commuting area, and eligible DoD PPP Military Spouse preference applicants. Responsibilities The major duties described below reflect the full performance level of this position. Duties will be developmental in nature when the position is filled below the full performance level. Manages programs and processes in order to ensure efficient and compliant execution of financial management resources. Prepares and delivers briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to influence managers and others to accept findings and recommendations. Assesses a variety of reports received from internal and external sources to develop formalized recommendations for management's consideration. Evaluates operations, policies, procedures, and internal controls of financial operations to prevent and detect deficiencies in the operation of financial management areas. Receives special projects pertaining to improving the effectiveness and efficiency of financial management operations and related functional requirements. Supports Director and internal HQ staff with the following: Timekeeping analysis and reporting, tracking administrative taskers and suspense items, manpower reporting, and all other tasks as assigned. To be hired at the GS-9 entry grade level, applicants must minimally have one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience for a GS-09 is defined as: Researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers, analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. Time-in-Grade GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. To be hired at the GS-11 entry grade level applicants must minimally have one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position. Specialized experience for a GS-11 is defined as: Analyzing financial and accounting operations to recommend process improvements and monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls. and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance. Time-in-Grade GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. This position is developmental and selections may be made at the GS-9, or GS-11 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management's discretion to the GS-11 grade level without further competition. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education GS-09 - SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 - SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE at the GS-11 grade requires a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Additional Information Moving expenses will not be paid. Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DOD need. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. We may use this announcement to fill additional vacancies within 120 days of the closing date. This position is exempt from the Fair Labor Standards Act. Travel requirement is occasional. This position is covered by a bargaining unit. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
