FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL ANALYST in the COMNAVINFOWARTRAGRU VIRGINIA BEACH VA. Responsibilities You will formulate budget estimates to support plans, programs, and activities; to include presenting and defending budget estimates before authorities. You will review and evaluate budget requests; control and reporting of obligations and expenditures. You will develop, determine and interpret budgetary policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will review budget forms, exhibits, and templates for format accuracy, adequacy of support narrative justification, and c conformance with budgetary policy and guidelines. You will assist the Comptroller in the preparation of data calls and reports. You will monitor the execution status of multiple accounts and fiscal years to ensure funding availability and timeliness of execution. You will analyze official reports and provide the Comptroller of any discrepancies, shortfalls, or excesses and propose funding realignments. You will participate in and draft responses. to formal reviews and audits. You will implement and develop Internal Operating Procedures (IOP), and self-inspection checklists in support of the Financial Improvement and Audit Readiness (FIAR) and Managers Internal Control (MIC) programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience with the Government Travel charge Card (GTCC) and Government Commercial Purchase Card (GCPD) programs. Experience with appropriation law, financial management regulations, and policies and systems. Experience with Standard Labor Data Collection and Distribution Application (SLDCADA), and Standard Accounting Budgeting and Reporting System (SABRS). Experience with Command Financial Management Systems and Defense Travel System. Experience in identifying, analyzing and resolving a range of budgetary problems, such as development of alternative methods of funding, formulation of budget estimates for programs in which funding requirements have changed. Experience applying skill to the identification, analysis and conceptualization of budgetary problems and development of alternative solutions. Experience originating correspondence, both written and oral, regarding budget and accounting matters in a clear concise and understandable form.
