Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDER, NAVY INSTALLATIONS COMMAND of HDQTRS NDW. Responsibilities You will advise senior leaders on the development or revision of financial management policies or programs. You will analyze data for various financial reports (e.g., budget formulation, budget execution, accounting, audit readiness). You will evaluate the allocation of funds to ensure compliance with budget and financial policies. Requirements Conditions of Employment Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Possess working knowledge of the Defense Travel System; 2) Possess knowledge of the Government Travel Charge Card regulations; 3) Plan work, set priorities and schedule work as necessary; 4) Provide technical and administrative oversight, advice and instructions; and 5) Advise employees on both work and administrative matters to improve business practices. Specialized experience must demonstrate the following: 1) Analyze financial plans and monitor execution variances associated with reimbursable accounts with all appropriations; 2) Track, analyze, and report reimbursable projections and charges to ensure accuracy of all accounts; 3) Use a financial management system to analyze tactical plans or performance measures; 4) Utilize knowledge and have an understanding of Inter and Intra agency Agreements containing General Terms and Conditions (GT&C) and the policies related to them; 5) Use automated tools to analyze program activities; and 6) Assists customers and communicates positively in a friendly manner. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11 Applicants may substitute education in lieu of specialized experience as follows: I have successfully completed a Ph.D. or equivalent doctoral degree; OR I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Successfully completed an LL.M. degree that is related to the position being filled; OR I have a combination of experience and education as described above that equates to one year of experience.
