Financial Management Analyst
Summary About the Position: As a Financial Management Analyst, you will oversee all financial systems for the organization to include providing financial support, advice, interpretation, and guidance to personnel in the organization. This position is located at HQ US FORSCOM at Fort Liberty, North Carolina. Responsibilities Defines process operations and operational steps to be executed by the GFEBS and other financial systems. Collaborates with GFEBS support personnel and other financial systems integrators and business process teams during the sustainment of the GFEBS and other financial systems. Defines process operations and operational steps to be executed by users and determines the impact of new business processes on existing organizational structures; AND recommends changes that will optimize operations within new systems. Serves as the on-site subject matter expert with responsibility to resolve GFEBS issues, determine accuracy of databases, tables and certifications, and identify, develop and sustain training requirements. Gather input from supported activities for system issues and possible improvements and provide training to resolve command concerns. Troubleshoots and solves end-user errors in compliance with audit readiness standards for processes. Provide financial advice, interpretation, and guidance on a variety of budget related matters. Serves as a technical authority and expert on matters related to the GFEBS processes: Cost Management, Funds Management, Financial Reporting, Reimbursable, and Spending Chain. Utilize system expertise to identify or propose internal controls or enhancements lacking within the financial system. Maintains multiple databases of user information and controls user access to relevant systems. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes managing all financial systems for the organization; Providing financial support, advice, interpretation, and guidance on a variety of General Fund Enterprise Business System (GFEBS), Global Combat Supply System-Army (GCSS-), and other Enterprise Resource Planning system (ERPs) related matters; AND overseeing business processes, organizational structures, and making system recommendations which affect command operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Financial Management Systems Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
