OFP&A manages the annual budget development process, including the application of the University Financial Model (UFM) and other cost recoveries. We evaluate and provide innovative solutions to ongoing budget and planning needs, inform the strategic planning process, and monitor performance against established budgets by delivering timely and accurate reports and analytics. We engage with a broad set of internal and external stakeholders to provide objective, accurate, and timely information, analyses, and decision-support tools while ensuring a high degree of transparency, collaboration, and compliance. We develop, explain, and submit for approval a broad range of financial reports to internal and external audiences. Our team provides service to the diverse units across Grounds, focusing on anticipating needs, providing appropriate guidance, and supporting data-enhanced decision-making at all levels of the institution. We are leaders in the use of UVA’s financial and reporting tools and, in collaboration with partners across Grounds, support the development, adoption, and continuous improvement of these tools to improve the quality and efficiency of planning, budgeting, and accounting work for all. The Financial Advisor plays a vital role in maintaining complex resource allocation models; produces annual budget reporting and assisting in the development of Enterprise Resource Planning (ERP) solutions. This position performs advanced-level analysis including the following:
Performs fiscal, statistical, and other studies and analyses.
Prepares operational budgets for departments.
Provides analytical support for more complex budget projects.
Assists in the development of materials prepared for the Board of Visitors and the Commonwealth of Virginia.
Recommends changes to systems and procedures to ensure conformance with budgetary policies.
Makes recommendations and provide technical assistance on budgets, considering administration priorities, availability of resources, and impact on programs.
Coordinates with the Office of Business Intelligence to reduce complexity, improve transparency, and increase access to and knowledge of financial data and information.
Provides cross functional understanding of data and support in validation of new and revised reports and dashboards.
Completes ad hoc projects as assigned.
This position requires both strong independent and proactive initiative as well as an ability and desire to fully engage in collaborative projects and processes with others within and outside of UVAFinance. Candidate must possess a willingness and ability to support a diverse and inclusive work environment. This position is currently eligible for telework, but availability in Charlottesville is preferred.
Other Experience:
Financial and Budgetary Management Expertise
Previous experience developing and managing budgets in state, local, federal, or higher education financial operations with multiple partners and customers is required. Familiarity with continuous improvement processes is preferred.
Analytical and Problem-Solving Skills
Strong analytical skills demonstrated by extensive experience conducting independent programmatic or fiscal analysis in the development of funding recommendations, justifications, or alternatives are required. Proven critical thinking and problem-solving abilities, as well as experience conducting policy, budget, performance, and issue analyses to develop creative recommendations, are required.
Data Analysis and Reporting Proficiency
Demonstrated experience creating financial reports by gathering, evaluating, interpreting, and summarizing data is required. Experience working effectively with large volumes of information and maintaining complex Excel models with advanced functionality is required.
Communication and Stakeholder Engagement
Proven experience working with diverse stakeholders and building relationships, along with strong verbal, written communication, presentation, and reporting skills, is required. Experience creating and presenting visual presentations is required.
Technical and Software Expertise
High proficiency in Microsoft Access, Excel, and Word, including experience developing and maintaining spreadsheets and databases, is required. Knowledge of the state’s Performance Budget System, Budget Execution Adjustments, and Cardinal Financials is preferred. Knowledge of Salesforce is a plus.
Legislative and State Process Knowledge
Ability to independently plan, organize, research, and prioritize workload is required. Knowledge of the state’s legislative activities, including the state Appropriation Act, Code of Virginia, General Assembly, and fiscal impact statements, is preferred.
