Facility Security Officer FSO

We have an exciting opportunity for a Facility Security Officer (FSO), primarily located in the San Diego (Torrey Pines), CA.

This position reports to the Director of Industrial Security. Under limited supervision, the FSO is responsible for administering security programs for both the Department of Energy (DOE) and the U.S. Government National Industrial Security Program (NISP), overseeing procedures for classified and/or proprietary materials, documents, and equipment for assigned areas. The FSO will initiate and plan projects, developing schedules to meet project goals.

The FSO will respond to a variety of inquiries of complex and diverse scope, using a comprehensive knowledge of DOE Orders and Directives and a complete understanding of established policies, procedures, and practices for safeguarding National Security Information.

The FSO will exercise judgment within generally defined precedents and policies to analyze issues, develop solutions, and provide leadership and guidance to employees, supervisors, managers, and contractors on actions to ensure compliance with the classified security program.

DUTIES AND RESPONSIBILITIES:Analyze, investigate, and resolve classified security issues, providing leadership and guidance to employees, supervisors, managers, and contractors on actions to ensure compliance with the classified security program.Administer and coordinate all aspects of security activities in accordance with company policies and procedures, ensuring compliance with federal security regulations, directives, and manuals for safeguarding National Security Information.Establish and manage liaison with government agencies, external customers, contractors, employees, and managers. Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations.Plan, develop, and manage specialized security programs and procedures for both classified and Controlled Unclassified Information (CUI) documents and equipment.Develop, review, and implement DOE and DOD classified procedures.Serve as the focal point for receiving, processing, distributing, and controlling all classified documentation (hard copy and electronic media) and hardware entering or leaving the facility, including electronic data transfers.Develop, implement, and manage Standard Practices and Procedures (SPP) security plans.Track, generate, and flow down all prime and subcontract Contract Security Classification Specification (DD254) documents for prime and subcontracts.Investigate and review all security violations, preparing reports and recommending specific preventive and corrective actions.Implement visitor control procedures ensuring compliance with DOD and DOE Orders and Directives.Maintain controlled area access, alarm, and combination records, as well as security container access and combination records. Respond to alarms as necessary.Collaborate with external customers, accrediting officials, facilities management, and corporate stakeholders through the Vault Type Area accreditation process for new facility construction.Act as security spokesperson to brief/debrief personnel.Maintain strict confidentiality of sensitive information.Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the company.Expected to work in a safe manner in accordance with established operating procedures and practices.  Other duties as assigned or required.We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply.
