Summary This vacancy is located in the Department of Homeland Security, U.S. Coast Guard YARD, Planning, Estimating, Scheduling and Business Management (PES/BM) Division Supply Branch of the Industrial Department in Baltimore, Maryland. Responsibilities You will serve as an Equipment Specialist, and be responsible for identifying materials used during ship repair and renovation, and system and equipment overhauls (gun weapon systems, large diesel engines, radars, etc). Employee will be required to use a credit card to purchase project materials, or requisition materials using FEDSTRIP processes. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing workload schedules and project requirements to describe what materials will be needed and developing material lists for work items. Developing and revising material lists based on customer requirements, shop feedback, Technical Publications, and drawings. Writing and maintaining specifications for procurement of materials or repairs to parts. Reviewing Yard designs to ensure material descriptions include adequate information for procurement. Sourcing materials; identifying and evaluating vendors. Maintaining and reporting status information for material lists from requirement development to delivery. Mandatory training is required which must be successfully completed within 24 months of hiring: Complete all training requirements necessary to obtain and use a government credit card. Complete Industrial Project Management System training necessary to manage material lists. Certified as a Department of Homeland Security COR Level II (Services). Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of marine equipment. This experience may have been gained by reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; determining appropriate configuration control authority; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology. COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. You will receive credit for all qualifying experience, including volunteer experience.
