The primary purpose of this position is to serve as the principal advisor to the delegated appointing authority commander on equal opportunity matters related to unlawful discrimination and harassment (sexual harassment, bullying, hazing) and conflict resolution as prescribed by law and policy. Responsibilities 1. Plans, organizes, directs, and executes the installation equal opportunity program in accordance with military equal opportunity and equal employment opportunity statutory, regulatory, and policy requirements while ensuring that military, civilian, and other eligible individuals receive prompt, fair, and impartial services in processing and resolving complaints. 2. Serves as the principal equal opportunity subject matter expert and advisor to the local leadership and other senior leaders on matters related to military equal opportunity (MEO) and civilian equal employment opportunity (EEO). 3. Develops, implements, and monitors equal opportunity policies, processes, and procedures for the local leadership and effectively communicates these policies, processes, and procedures to all the installation population. 4. Serves as the Installation Negotiation and Dispute Resolution (NDR) Manager. 5. Develops equal opportunity training and briefing materials that are thoroughly researched, accurate, and appropriate. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes assisting in the planning, organizing, training, budgeting, policy, oversight and execution of equal employment opportunity and negotiation and dispute resolution programs. Knowledge of equal opportunity (military equal opportunity and equal employment opportunity) concepts; principles; practices; and requirements based on laws, regulations, executive orders, and Department of Defense, Department of Air Force, and MAJCOM policies, processes, and procedures. 2. Knowledge of Equal Employment Opportunity Commission, Department of Defense, and Department of Air Force organizational structure and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant Total Force workforce eligible for EO services. 3. Knowledge of human relations behaviors, organizational and command climate, and other related equal opportunity issues that may positively or adversely affect morale and mission readiness of installation personnel and strategies to address or communicate to leadership to resolve identified issues. 4. Skill in advising and counseling on the equal opportunity (military equal opportunity and equal employment opportunity) program, program compliance, and requiring the interpretation and explanation of laws, regulations, policies, procedures, and practices. 5. Ability to effectively and timely process complaints and Negotiation and Dispute Resolution using effective fact finding, analytical, and evaluation methods to accurately assess information, make sound decisions, and communicate outcomes while remaining impartial and professional at all times. In addition to effectively plan; organize; prioritize; execute; direct and supervise staff; train; conduct outreach; resolve deficiencies; and apply program management techniques (e.g., program development and evaluation, policy analysis, etc.) for the equal opportunity program. 6. Ability to effectively, efficiently, timely, non-judgmentally, establish working relationships with and appropriately communicate orally and in writing sensitive, difficult, controversial, and complex equal opportunity matters with commander(s), managers, employees, stakeholders, and installation population, as appropriate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Must successfully complete all required initial equal opportunity training prescribed by law and policy within the specified period of time as a condition of employment in order to be authorized to directly interact/participate in processing military equal opportunity and equal employment opportunity complaints and gain access to the Department of Air Force Equal Opportunity Information Technology System. At the discretion of the Department of Air Force, this training may include Defense Equal Opportunity Management Institute, Equal Opportunity Advisor Course. The incumbent is required to maintain certification by completing annual refresher training and other-directed training to support the equal opportunity program.
