Summary This position serves as the program manager for the Network Equal Employment Opportunity Program, Harassment Prevention, Affirmative Employment, Civil Rights External Program, Alternative Dispute Resolution (ADR), Civility, Respect, and Engagement in the Workplace (CREW) team development, and Diversity Management for VISN leadership and employees. The incumbent reports to the VISN 23 Network Director. Responsibilities Major duties include but are not limited to: Responsible for program development, administration, training, evaluation, and advisory functions related to the above-identified programs. Take actions to assure that protected groups have full and fair opportunity to compete for employment within the federal government. Review VISN policies and programs to advise VISN leadership of the impact and to overcome gaps in expected participation of protected-class members of the workforce. Analyze and recommend solutions to problems that adversely affect EEO and Affirmative Employment. Assist the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. Technical expert for processing federally conducted external complaints in accordance with agency policy. Develop and maintain an Alternative Dispute Resolution Program. Conduct EEO-related training for all employees and management. Maintain a vibrant diversity management program focused on inclusion and equity. Conduct studies and analyses on the participation of women and individuals of minority RNO in the workplace. Compile and analyze statistical data to evaluate progress of the EEO program. Provide sound technical advice to management and employees or applicants for employment regarding human resources management program requirements, processes, and issues. Develop, implement, coordinate, review, monitor, evaluate, and update all plans associated with the EEO program. Performs other duties as assigned. Work Schedule: Monday-Friday, 7:30 a.m. - 4:00 p.m. (work hours may be further discussed during the interview) Telework, Ad-hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service; experience that equipped you with the particular knowledge, skills, and abilities (KSAs) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: interpreting federal equal employment opportunity laws, regulations, and policies; creating action plans for the mitigation of employment/workplace barriers experienced by special populations; conducting analyses of workplace situations and providing recommendations to management; producing technical reports and briefings to executive-level leaders; providing effective leadership, guidance, and development to peers or assigned staff; and evaluating an EEO program for compliance with existing regulations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Regular and recurring work is performed at a desk, sitting in conferences and meetings except for occasional visits to worksites, community-based outpatient clinics, or involvement in formal classroom training. On rare occasion the role of Service Animal Champion involves direct contact with dogs' present in the healthcare setting and may require short-term care of such. Work Environment: The work is generally performed in an office setting, except for occasional visits to clinical areas which involve some risk of exposure to communicable diseases or other safety risks, and which require use of normal safety procedures. Work areas are typically adequately lighted, heated/cooled, and ventilated. There is occasional use of commercial vehicles such as airplanes, shuttles, and buses.
