About OAR This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Oversee an air media program to ensure compliance with environmental requirements, and resolve unusually complex, controversial, or sensitive environmental and restoration problem. Serve as a programmatic and technical expert on air quality and/or restoration programs. Review and implement environmental technical standards, guidelines, policies, and formal regulations. Establish and maintain effective working relationships with internal and external stakeholders. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Requirements Conditions of Employment You must be a U.S. citizen. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. If you are selected, you may be required to complete a one-year probationary period. #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as recommending program changes to enable emissions reductions in the transportation sector, including through electrification; or drafting and recommending policies, directives and guidance and determining the impact of programs on air quality or greenhouse gases. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other air quality laws, documentation and reporting requirements. Skill in oral communication. Skill in written communication. Knowledge of air program management concepts, principles, and concepts. Skill in developing, planning, and implementing air protection programs and requirements. Skill in identifying and developing relationships with internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
