The Bureau of Environmental Services (BES) seeks an experienced Environmental Manager with a passion for leadership in our Industrial Permitting section. This position operates in the Environmental Compliance Division and is part of the Technical Services Group.
The Industrial Permitting section operates independently, but interacts closely with Enforcement, FOG, and other similar programs.
Summary of Responsibilities
+ Manage, oversee, and direct the daily operations of the City's federally mandated Pretreatment program, Submeter program, Alternative Discharge Control Mechanism program, and Batch Discharge program.
+ Plans, supervises and evaluates the work of 5 permit managers and 2 environmental specialists.
+ Evaluate pollutant loadings at the treatment plant and establishes and enforces local pollutant limits for industries to ensure the protection of the city collection and treatment systems.
+ Oversees the permitting, inspection, monitoring, and enforcement processes of all industrial users that discharge or have the potential to discharge to the City sanitary and combined systems (This involves the evaluation of industry pollutants and the development of discharge standards).
+ Develops and issues Pretreatment Permits.
+ Sets monitoring standards and frequencies and regulates industries for compliance.
+ Manages the Pretreatment Enforcement Response Plan, modifies it as necessary, and submit it to DEQ for review and approval.
+ Completes and submits the Pretreatment Annual Report.
+ Oversees staff to evaluate and process accruals and credits for all industrial and commercial users that operate with submeters.
+ Plans, prepares, and implements section budgets, and oversees and monitors implementation and performance of the budget.
+ Conducts and oversees special analyses of sewer system discharges and proposes solutions to improve bureau procedures.
+ Prepares and makes presentations to city officials regarding industrial users and pollutant levels that may affect treatment processes.
The ideal candidate will possess:
+ Strong working knowledge of Industrial Pretreatment, Industrial Operations, and Chemistry
+ Skill and experience in supervising and empowering professional technical staff
+ Ability to build and maintain effective relationships.
+ Ability to explain and present technical information in layperson language.
+ Ability to direct the implementation of a strict regulatory program.
+ Ability to maintain working relationships with industries while ensuring compliance with City regulations.
+ Knowledge of treatment plant operations and biosolids

+ Bachelor’s Degree in hard sciences
+ 5 Years of experience working in Pretreatment
+ 5 Years of experience supervising staff
+ Knowledge of wastewater treatment processes
