The Work You Will Do:
The Environmental Consultant (EC) will serve as a subject matter expert for the Compliance Assistance Program’s storage tank team. Located in the Bob Martinez Center, this position plays a critical role in the implementation of the program by working directly with the regulated industry, the EPA, DEP Districts, local governments, and others on storage tank regulatory requirements. The selected candidate will play a major role in compliance assistance and outreach efforts, along with ensuring that the Department meets EPA Work Plan commitments and goals. The candidate will act as a team leader for compliance inquiries and also provide support and training to colleagues and tank inspector staff. The EC is responsible for overseeing the processing of operator training materials, equipment registrations, and tank compliance enforcement report maintenance.

Your Specific Responsibilities:
+ This is an advanced-level highly professional position in the Compliance Assistance section of the Permitting & Compliance Assistance Program. The incumbent’s primary responsibility is managing and implementing the Storage Tank Compliance Assistance Program through the following tasks.
+ The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1. a.,F.A.C. and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required.
+ This position may be placed on-call to remain available to perform essential duties.
+ Reviews compliance contractor performance to meet agency compliance goals.
+ Assists the EA with implementation of the ethanol/biodiesel program.
+ Reviews and responds to Program Audits done by the OIG.
+ Oversees rulemaking for Storage Tank Compliance Assistance program.
+ Develops technical guidance documents for Storage Tank Compliance Assistance program.
+ Ensure compliance with the Federal Energy Policy Act of 2005 and EPA OUST Grants.
+ Develops, reviews and manages Storage Tank Compliance website.
+ Develops and conducts Inspector Training for Storage Tank Compliance Assistance program.
+ Assists in activities necessary to organize Storage Tank Program meetings and conferences. Coordinates, organizes and compiles agendas for district and contracted local program storage tank teleconferences.
+ Other duties as required.
Required Knowledge, Skills, and Abilities:
+ Knowledge of Florida aboveground and underground storage tank rules.
+ Knowledge of Compliance Inspection Verification program.
+ Skilled in public speaking.
+ Ability to conduct training.
+ Ability to communicate effectively verbally and in writing.
+ Ability to travel and maintain a valid driver’s license.
+ Ability to work with public, government officials and co-workers.
Required Qualifications:
+ Bachelor’s degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.
Other Job-Related Requirements for this position:
+ Valid Driver’s License.
