Summary Statement
The Department of Organizational Effectiveness, a brand-new addition to the City of Boise, is dedicated to driving excellence and fostering innovation. It focuses on strategic planning, project management, change management, data analytics, and process improvement to cultivate a high-performance culture across the organization.
Enterprise Portfolio Sr Manager drives strategic alignment and operational efficiency through the leadership of the city's Enterprise Portfolio Management Office (EPMO). Establishes a center of excellence to promote best practices in portfolio and project management. Oversees a team of project managers responsible for delivering the city's top-priority projects. As the business owner for the city's project portfolio management software solutions and project reporting standards, I ensure projects are prioritized, resources are present, and outcomes are delivered to achieve key organizational objectives. This position works under administrative direction.
This position is designated as At-Will.
Essential Functions
+ Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organizational goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
+ Portfolio Management and Strategic Alignment:
+ Leads and manages the city's project portfolio by developing and implementing project management standards, templates and methodologies. Aligns the portfolio with the city's strategic goals and objectives and implements a streamlined portfolio prioritization process to keep work-in-progress at a manageable level.
+ Project Manager Leadership and Development:
+ Leads a team of EPMO project managers responsible for delivering the city's top-priority projects. Establishes and oversees a Center of Excellence (COE) to promote best practices in portfolio and project management.
+ Project Execution and Delivery:
+ Oversees the execution of complex projects with a focus on delivering value and driving transformational change. Monitors project progress, identifies risks and takes corrective actions to ensure timely, budget-compliant and quality driven project delivery. Conducts post-project reviews to identify opportunities for continuous improvement, streamline processes and reduce overhead.
+ Resource and Capacity Planning:
+ Manages resource and capacity planning to ensure optimal efficiency and minimize project delays. Assesses the organization's resource availability, identifies potential bottlenecks and optimizes allocations. Collaborates closely with department managers and project teams to ensure projects are staffed and prioritized according to resource constraints.
+ Reporting and Analysis:
+ Develops and maintains a robust project reporting framework, tracks key performance indicators (KPIs) and provides regular updates to leadership. Analyzes data to identify trends and opportunities for improvement.
+ Tool and Technology Management:
+ Selects and implements project management software and tools and ensures project teams are trained and proficient. Maintains project management toolset.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor's degree in public administration, business administration or a related field and fifteen years of experience in project or program management capacity, including all aspects of process development and execution, or an equivalent combination of education and/or experience.
+ Knowledge of:
+ enterprise portfolio and project management;
+ concepts of demand and capacity planning;
+ project governance, prioritization and approval processes;
+ personnel management;
+ and computer usage including related software.
+ Ability to:
+ develop and deploy project management practices, policies, procedures and processes;
+ lead a community of practice or center of excellence for project management;
+ facilitate positive and collaborative inter-departmental relationships;
+ demonstrate solid leadership skills and strong executive presence;
+ demonstrate advanced interpersonal, written and oral communication skills;
+ communicate effectively in the English language at a level necessary for efficient job performance;
+ and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
+ Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
+ Master's degree in public administration, business administration or a related field.
+ Project Management Professional (PMP)/Agile Certified Practitioner (PMI-ACP) certifications.
Licensing And Other Requirements
+ Valid state-issued driver's license.
