Responsibilities You will be responsible for continuous maintenance and updating of the Comprehensive Utilities Information Tracking System (CIRCUITS) Graphic Data Input System (GDIS), You will be responsible for continuous CIRCUITS maintenance using existing data from CIRCUITS data queries, iNFADS database, GEO readiness information, project one line diagrams, and existing site conditions information. You will work closely with utilities budget and allocation analysts, and lead allocation analyst, and the Utilities Resource Manager to address questions, answer data calls and help utility analysts process utility allocations. You will prepare and update monthly reports to support the Public Works Directorate in tracking, understanding and using purchased and consumed utilities in NAVFAC Marianas. You will develop and execute analysis plans of utilities billing data to enhance accuracy and resolve disputes. You will be responsible for preparing and delivering both formal and informal presentations to facilitate CAD technical training of NAVFAC Marianas utilities billing processes to individuals and groups, including staff at the installation PWDs. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Subject matter expert for the maintenance and updating of the Centralized and Integrated Reporting for the Comprehensive Utilities information Tracking System (CIRCUITS) Computer Aided Design (CAD) drawings allocation data. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice.
