Minimum Qualifications MINIMUM QUALIFICATIONS: Possession of a high school diploma or GED plus three years of sub-professional engineering experience. SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for the required experience on the basis of thirty semester hours for one year of experience provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math, or physics.All specialized course work credited must be in the same specialized field. A combination of course work from different fields will not be accepted. Full-time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month-for-month basis for a maximum of one year of experience. Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience. A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience. Possession of an engineer intern certificate will substitute for all of the required experience. NOTE: Any college hours or degree must be from an accredited college or university. Job Concepts Function of Work: To perform very complex, sub professional engineering tasks of a complex nature requiring intensive training & diversified experience in a specialized area; and/or to serve as lead worker over lower-level technicians and/or other personnel engaged in sub professional engineering work. Level of Work: Advanced. Supervision Received: Broad from an Engineering Technician 6, 7, or professional engineer or higher level manager of the agency served. Supervision Exercised: May exercise functional supervision on a project-by-project basis. May directly supervise one or two lower level staff. Location of Work: May be used by all state agencies. Job Distinctions: Differs from Engineering Technician 4 by the performance of more complex, highly specialized duties and/or the presence of lead worker responsibilities or by the presence of direct line supervision over one or two staff members under certain circumstances as defined in the applicable Allocation Criteria memo. Differs from Engineering Technician DCL by the lack of responsibility for serving as a technical expert/specialist in a specific field of technical engineering. Examples of Work The mission of the Materials and Testing Section is to develop, administer, and regulate the Department's Materials Quality Assurance Program and the geotechnical exploration and testing programs in cooperation with our public and private partners. The Materials Quality Assurance Program includes materials evaluation, materials specification development, and conformance programs. While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals and directives. 40% Serves as the lead worker over lower level Engineering Technicians in the Physical, Concrete, Cement, and Adhesives Labs. Responsible for assigning work, setting priorities, meeting deadlines, and conducting complex testing for materials used on statewide projects to ensure the performance and implementation of the Department's Quality Assurance Program. Collects, organizes, and reviews the test results of all samples within the lab unit for accuracy and verification of completeness. Serves as the primary tester for highly specialized and highly complex materials testing related to products found in the Materials Sampling Manual and Approved Materials Lists (AM Ls). 25% Responsible for training and assisting lower level technicians within the Unit regarding work assignments. Monitors the achievements of subordinates and provides aid when necessary. Advises the Lab Engineer Supervisor about subordinate's progress during annual performance evaluations and semi-annual performance reviews. Provides assistance to field and lab personnel statewide on quality assurance/quality controls issues relating to the area of expertise. May be required to travel within the state to assist in monitoring construction operations, sampling procedures, and testing of materials to assure conformance to the Department's specifications. Makes recommendations to supervisor for any corrective actions that may be required. 10% Participates as the primary assistant to the Lab Engineer Supervisor in all aspects relating to the AASHTO resource and CCRL proficiency sample program and accreditation process in accordance to AASHTO R 18. 10% Makes recommendations to the Lab Engineer Supervisor about updates regarding testing and equipment operating procedures. Conducts equipment maintenance and calibrations in accordance to the established equipment maintenance/calibration schedule. Assist the Lab Engineer Supervisor in annual budget preparation for the acquisition of supplies and equipment. 10% Reviews, analyzes, and updates pertinent documents directly relating to DOTD's Quality Assurance Manuals, Standard Operating Procedures (SOPs), Materials Sampling Manual, test procedures, and specifications. Assists other lab units as directed by the Lab Engineer Supervisor. 5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
