Northrop Grumman Aeronautics Systems sector has an opening for an Engineering Manager 3 (Technical Operations Lead) to join our team of qualified, diverse individuals within our Vehicle Development Engineering organization. This position is located in Rancho Bernardo, CA and will report to the Vice President of Vehicle Development.
The Vehicle Development Engineering Tech Ops Lead is responsible for strategy, execution, and integration of Vehicle Development Engineering functions and leading all aspects of Vehicle Development Engineering estimating and resource planning initiatives to meet current and future program execution needs.
Key Responsibilities:
Driving common people processes across Vehicle Development Engineering homerooms; ensure execution of common resource management functions inclusive of staffing fulfillment, redeployment, and release process
Responsible for the Vehicle Development Engineering portion of the sector Engineering dashboard (Chief Engineer, Voice of the Customer, First Time Quality metrics, execution metrics)
Executing pivotal initiatives with functional and program counterparts focused on Vehicle Development Engineering annual goals and objectives and long-range strategic plan (LRSP)
Providing guidance to technical training and skills development initiatives across Vehicle Development Engineering and coordinating on broader skills development initiatives across all Engineering to influence outcomes
Influencing functional and program partners to coordinate resource management and status to sector/programs, including analysis of program staffing, growth, and skills projections for the AOP and LRSP period
Close collaboration with engineering organizations (Mission Engineering, Test & Evaluation, SI&O) to ensure consistency and coordination on engineering wide initiatives
Ensuring common organizational structure for Vehicle Development Engineering in all associated allocations
May occasionally represent the Vehicle Development Engineering Vice President in internal and external meetings

Basic Qualifications:
Bachelor’s degree in a STEM discipline and 9 years of related professional/military experience; OR a Master’s degree in a STEM discipline and 7 years of related professional/military experience
Experience in developing and managing processes across large organizations
Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
Must have the ability to obtain and maintain Special Access Program (SAP) clearance
Preferred Qualifications:
Master’s degree in an engineering or management discipline
Proven experience in a Section or Department Manager and/or Staffing Lead role
In-depth knowledge of the Engineering organization and its operation
In-depth knowledge and experience with the NGAS resource management process inclusive of staffing, redeployment, and release processes
Previous experience supporting broad initiatives led by VPs and Directors
Ability to collaborate across team environments
Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning and presentation skills
Salary Range: $170,000.00 - $255,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
