SUMMARY: The QA-QC Lead is an experienced professional within the Capital Improvement Program (CIP) engineering division of the City of Detroit Water and Sewerage Department. A QA-QC Lead performs technical administrative work in all areas of DWSD Operations. The QA-QC Lead performs quality control/assurance functions within the division of field engineering for municipal projects to ensure effectiveness and compliance with engineering specifications. This position works to ensure that the departments deliverables and processes meet established quality standards by identifying shortfalls, developing corrective measures. This position supports the administration and management of the design and construction, and/or delivery and execution of consultant and construction contract services, for all projects required for the improvement and expansion of the Detroit Water and Sewerage Department System. This position requires minimal direction and supervision. Examples of Duties ESSENTIAL JOB FUNCTIONS: Perform technical quality control tasks. Review and understanding of plans, drawings, specifications and detailed computations used for municipal engineering projects. Coordinate and plan the work assignments with the field engineering quality team. Manage annual section budget items as assigned. Responsible for record keeping and preparing necessary quality reports that includes logs and computer files. Assist in the development and maintenance of standard operating procedures. Attend quality and process workflow meetings with stakeholders. Performing routine quality assessments on incoming materials and outgoing services and products. Looking through plans, blueprints, and specifications to understand the design requirements of products. Measuring asset dimensions, examining the functionality of products, and comparing the final products to see if standards are met. Recommending asset implementation improvements and changes to the production processes to improve quality. Documenting quality control findings and completing detailed reports and performance records. Educating the teams on quality control processes, concerns, and standards of product quality. Perform shift work which includes all day, afternoon, night, weekend and holiday assignments. A valid Michigan Driver’s License and the ability to drive a motor vehicle on all terrain. Wear personal protective equipment (PPE). Follow security and safety policies and procedures in carrying out work duties. Provide on the job training. RELATED JOB FUNCTIONS: Position will be called upon to direct specific project activities, or to work as a team member. Work with other stakeholders to create and implement quality standards and processes for inspection and evaluation. Provide functional advice and support for business system users. Advise on requirements, policies, procedures and best practices to accomplish business relevant to provision of departmental services. Collaborate with other business units. Minimum Qualifications REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Professional, comprehensive knowledge of the concepts, principles, and practices of capital and operational programs, the operational effectiveness, and quality within City agencies, and internal compliance with policies, laws, and regulations governing those programs. Assist in disaster preparedness. Keep up to date with technology and infrastructure. Facilitate meetings. Set priorities. Approve purchases. Keeping their job knowledge up to date by participating in educational opportunities and reading technical publications. Recommend and ensure DWSD policies and procedures are adhered to. KNOWLEDGE OF: + Water and wastewater, distribution and collection processes, equipment and systems + Job assignment and/or expertise area in construction quality/specifications + Principles and practices of engineering design and construction management + Business technology, data management systems and applications + Department-wide reporting tools + Departmental mission, processes, policies and procedures + Basic Geographic Information Systems SKILL TO: + Devise solutions to problems from a quality standards perspective + Prepare formal and informal statements and exhibits + Manage multiple projects and generate progress reports + Independently analyze data in order to make recommendations for resolution + Make recommendations to business processes + Conduct presentations on specified topics; conduct root cause analysis when issues arise + Analyze the requirements of business systems and processes + Use advanced technology ABILITY TO: + Read and interpret contract drawings/specifications and schematic drawings + Direct team activities or to work as a team member + Confer with management, maintenance, and public affairs staff to discuss project specifications and procedures + Develop and implement policies, standards and procedures for the technical work performed in the department + Develop and maintain Standard Operating Procedures (SOP’s) + Work effectively with minimal supervision + Complete specialized, technical assignments + Develop effective working relationships with other business units as well as external vendors and customers + Communicate effectively, both verbally and in writing + Demonstrate proficiency in written communication + Establish and maintain effective working relationships with others + Effectively utilize appropriate security and safety equipment and procedures + Maintain regular and reliable attendance + Demonstrate proficiency in unit specific operations and software such as E-Builder Project Management and Primavera Scheduling software + Direct team activities or to work as a team member REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry) + Bachelor’s degree; with specialization in Engineering or related field of study + Minimum of eight years of experience related to the field and/or job assignment + Licensure (example P.E) can be substituted for experience, at the discretion of the Field Services Director or designee.
