Here's where you come in:

As a Senior Programme Officer (SPO) in a response, you will lead in grant acquisition and management of a grant portfolio.  He/ She will lead project and proposal development and design for high-value, competitive, complex funding opportunities, in line with Response strategy and donors’ priorities. The position holder will support GAM Manager in facilitating the Go/ No Go decision for new opportunities.  SPO will also spearhead documentation, monitoring and evaluation of project/program interventions.

Together with GAM Manager, the position holder will serve as a key focal point with internal and external stakeholders with regards to grant acquisition, ensuring projects and programs are adequately resourced to achieve the Response Strategy. SPO will actively build and maintain donor relationships together with GAM manager, especially with existing donors to support resource acquisition and donor retention. The position will also support the creation and promotion of strategic alliances with donors, multilateral agencies, and other NGOs for purposes of resources mobilization.

SPO will make sure proper handover to operation team take place after an opportunity is rewarded. He / She will establish a Grant management mechanism together with Operation team to make sure all functions are well informed of project progress throughout the project cycles and make sure any implementation issues are raised to the right stakeholders, including SOs and donors as regulated, in good time

 help with the review monthly, quarterly and annual reports for submission to donors and SOs ensuring quality compliance and donor satisfaction.

The position-holder will mentor a team of Program Officers , providing guidance in the design of proposals, provision of timely/quality reporting and positioning with donors/supporters with the aim of enhancing the reputation of the organization.

Key Responsibilities:

Supervisor Program Officers

Effective line management and coaching to Program Officer, ensuring a shared vision, team work, effective communication and active engagement in decision-making and coordination approaches;Effective people management systems are in place, monitored, and in-use;Staff grievances and disciplinary action are addressed in a timely manner in alignment with WV policy;Ensure Program Officers are equipped with required skills and knowledge; and have the necessary support to perform their duties.Work with the team to maintain necessary work-life balance and ensure staff well-being.

Grant Acquisition and Donor Engagement  

Donor intelligence is gathered through every possible channels through different stakeholders (i.e. TA, Ops), including but not limited to cluster meetings, donor events, engagement meetings, calls tracking.Develop and maintain donor relationship that support grant acquisition effort.Mobilize and lead cross-functional proposal development team.Develop high quality proposal that align with donor’s preference, response strategy and WV’s capacity with the support of proposal development team.Efficient and effective proposal development process is in place in collaboration with Quality Assurance & Strategy, Finance, Tech Team Unit and external stakeholders, ensuring quality project design in pursuit of Response strategic.Ensure the opportunities tracking and grant management tools are maintained and improved in collaboration with GAM Manager and Program Officers.Project designs are of highest technical quality, incorporate learning, align WV/international standards, promote integration and support program structure.POs are supported in the development of program designs and proposals/concept papers through collaborative and cross functional team approach to ensure proposals/ concept notes are of high quality and submitted on time.Learning, emerging innovations, and best practices from project evaluations, reports and research conducted internally and acquired externally from other agencies / donors are applied new proposals and project design.

Grant Management and Reporting

Ensure Grants start-up workshops are implemented alongside finance staff & SOs.Effectively grant management systems are in place for all awarded project under his or her portfolios.Poor project progress, unsatisfied implementation quality and donor compliance challenge are flagged to both internal and external stakeholders including but not limited to, GAM Manager QA, Ops Managers, and donors in a timely manner.WV Staff are aware of and able to implement policies and procedures that adhere to WV partnerships and donors regulations through capacity building, refreshing workshop and day-to-day guidance.Both narrative and financial reports are submitted in a timely fashion and are of the highest quality and standard.Best practice and success stories for learning and marketing purposes are identified and documented.

External Engagement

In collaboration with Program Director, GAM and other stakeholders such as Technical Advisor, represent WV in cluster, working groups and donors meeting and eventsGood working relationship with donors (bilateral & multilaterals, UN/NGO partners and support offices is maintained to cultivate influencing environment and seek out partnerships/ alliances with peer organization.Build Capacity of PO and key field-level staff in donor engagement and pre-positioning techniquesSuccess stories are shared with communications and donors/ SOs to enhance the visibility of programming.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

Bachelors’ degree in Development Studies, International Relations, Development Management or Degree in any relevant Social Science.Knowledge of proposal and budget requirements and regulations of major donors including but not limited to BHA, ECHO, FCDO, UN agencies, German government  and any other humanitarian donorsKnowledge of humanitarian industry including sphere standards, HAP, NGO code of conduct and humanitarian charterDemonstrated ability to mobilize cross-functional proposal team (technical, ops, field, finance, M&E, Regional/HQ) with right staff at the right time to meet even the tightest deadlines. Can also effectively mobilize multi-partner proposal development teams. Computer proficiency on Microsoft Word, Excel and PowerPoint is requiredDemonstrate ability to establish and cultivate strong, collaborative relationships.

Required Professional Experience

Excellent verbal and written communication skills, experience in writing proposals, project documentation, reporting, program information.At least 1 year of management experience.At least 3 years of experience in humanitarian grant acquisition and management.At least 2 years of experience working in emergency response programming and/ or fragile contexts, experience outside of his or her own country is preferred.Familiarity with grant compliance and procedures.Proven experience in networking with donors and partners to bring about funding opportunities.Strong problem solving, interpersonal and negotiation skills.Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.Very strong organizational, management and communication skills.

Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese are an advantage.
