Job Description General Definition of Work: The Emergency Manager is responsible for leading the development, coordination, and implementation of comprehensive emergency management programs to ensure the City’s preparedness for, response to, recovery from, and mitigation of natural and human-made disasters. This position collaborates with government agencies, private organizations, and the community to enhance disaster resilience and response effectiveness. Additionally, the Emergency Manager plans and oversees security programs and improvements at City facilities, and manages federal, state, and county emergency grant and funding programs. Essential Functions + Emergency Planning: Develop and maintain the Comprehensive Emergency Management Plan (CEMP) Continuity of Operations Plans (COOP) and Reunification Plans ensuring responsive readiness for emergency situations including, but not limited to, hurricanes and weather-related events and disasters, cyber-attacks, mass casualty events and other emergencies or disasters. + Coordination: Collaborate with city departments, government agencies, and private organizations to integrate emergency management programs. + Training and Exercises: Organize and facilitate training sessions and disaster preparedness exercises for city personnel and the community. + Public Education: Develop and deliver programs and presentations to educate the public on disaster preparedness. + Emergency Operations Center (EOC) Management: Ensure the EOC is operationally ready and coordinate its activities during disasters. + Grant and Contract Management: Identify funding opportunities and coordinate the submission of federal and state reimbursement grants. Manage contracts relating to Emergency Management. + Compliance and Reporting: Ensure adherence to federal, state, and local emergency management laws and regulations, and prepare necessary reports. + Communication: Coordinate dissemination of warnings and notifications regarding emergencies and disasters for internal and external audiences. Develop content for website and social media. + Serves as the City contact and coordinator for regional and statewide disaster preparedness and response programs. + Coordinates security programs and procedures for City facilities and City staff. + Develops and manages the emergency management budget. + Works on special projects and programs as directed by the City Manager. + Researches and provides recommendations for security improvements at City facilities. + Represents the City at meetings with other agencies. + Researches, develops and implements best practices for emergency preparation and response and public facility security. Knowledge, Skills and Abilities Knowledge of: + Principles and practices of local government + Emergency management practices, policies, procedures and programs, including NIMS + State and federal emergency management programs and practices Skilled in: + Crisis Communication – Effective in disseminating emergency notifications, managing communication in crisis situations, and interacting with the public and stakeholders. + Public Speaking and Presentation – Strong presentation skills for educating and engaging diverse audiences, including city staff and the public. + Program Development and Coordination – Skilled in developing, coordinating, and implementing comprehensive emergency management programs and security plans. Ability to: + Prepare understandable reports and analyses + Draft policies and procedures for internal audiences + Create and maintain effective working relationships with employees, outside agencies, and the public + Create financial reports + Work effectively with diverse groups + Prepare and make presentations + Use standard office software programs including Microsoft Word, Excel, PowerPoint and Outlook Minimum and Preferred Qualifications + Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Public Safety, Emergency Management or related field of study + Three (3) years progressively responsible experience in local government emergency management or related function + Possession of a valid State of Florida Class "E" driver's license PREFERRED QUALIFICATIONS: + State of Florida: Florida Professional Emergency Manager, or Associate Florida Professional Emergency Manager or ability to obtain within 18 months of employment + National: Certified Emergency Manager or Associate Emergency Manager + FEMA Professional Development Series or FEMA Advanced Professional Series + FEMA ICS Certifications ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800 and a clear understanding the National Incident Management System (NIMS) and incident response. Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree. SPECIAL REQUIREMENTS: + This position is deemed an essential employee and may be required to respond to emergency situations on a 24-hour basis. BENEFITS SUMMARY Full-Time Non-Bargaining Employees ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. Year of ServiceBenefit 5 to 10 full years$600 annually 10 to 15 full years$800 annually 15 full years and over$1,100 annually RETIREMENT PLANS: The two pension/retirement options are listed below: + An option to enroll in a Defined Contribution Retirement Plan. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period. + An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution. + The two (2) options will be fully explained prior to an irrevocable selection. Optional: 457 Deferred Compensation Savings Plan is available. HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays. FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds. MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year. EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
