PurposeThis position is a vital member of a highly skilled and functional team, which supports the University during critical times and potentially under austere conditions. Either directly or indirectly, this position will support all programmatic efforts in the phases of response, recovery, mitigation and preparedness. Projects may include the following: planning and training, designing multifaceted drills and exercises, response to – and recover from – planned events and emergencies that occur, and design, implement and maintain related projects or initiatives.
ResponsibilitiesAssist in the development and implementation of multi-hazard comprehensive emergency plans. Assist in the revision and update of the Emergency Operations Plan (EOP) annually to include collaborating with other University personnel to revise and update all other emergency plans. Collaborate with faculty and staff in academic and administrative units to establish Building Emergency Management Teams (BEMT) for every building. Work with BEMTs to develop a Building Emergency Plan (BEP). Leads faculty and staff in academic and administrative units in an annual review and revision of their BEP. Assist in the training of University employees and Emergency Operations Center (EOC) staff in emergency operations and preparedness functions. Assist the Director of Emergency Management with coordinating and executing tabletops, training exercises to test the plans and prepare the University community for effective response to emergencies. Assist in the maintenance and preparation of a functional EOC including analyzing and inventorying necessary operational gear; test EOC communications including phones, computers and wireless services. Available for on-call response to perform emergency management functions and related duties during an emergency. Activate and perform functions in the EOC during planned event activations such as Texas Longhorn Football games. Creation and maintenance of clear and accurate reports, records and databases to include after-action reports following drills/exercises and major emergencies, training records, BCEAPs, committee meeting notes, staff contact lists and all other emergency management records. Assist in the maintenance and testing of the Longhorn Alert emergency notification system and other systems that could be used during an emergency to ensure the safety of students, employees and visitors and makes recommendations for implementation. Responsible for the coordination of safety and security best practices during special events, including vehicular access control measures. Perform other duties as assigned to assist in the coordination of the university emergency management program.Required QualificationsBachelor’s degree preferably in emergency management, homeland security, public administration, public health or a related field. Three to five years of experience in emergency management or public safety. Experience in higher education, research, major event coordination, athletic events and healthcare will also be considered. Excellent organizational skills and records management experience. Ability to work both independently as well as with others in a team setting, always displaying a professional demeanor. Successfully complete ICS 100, 200, 700, and 800 training courses within six months from hiring date.
Relevant education and experience may be substituted as appropriate.
Preferred QualificationsExcellent written communication skills and interpersonal communication skills. Professional demeanor. Knowledge of mitigation, preparedness, response and recovery concepts and principles. Experience in higher education emergency management.
Knowledge of local, state, and federal rules, guidelines and standards for disaster preparedness planning. Knowledge of local, state, and federal emergency systems and agencies, to include law enforcement, fire prevention/protection and emergency medical services.
Ability to demonstrate openness and responsiveness to new ideas, adapt to change and influence others in a positive manner. Ability to develop and maintain working relationships and coordination with private, local, state and federal emergency response officials.
Driving RequiredThis job requires a class "C" operator's driver's license. The applicant selected must provide a current three-year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident.
Salary Range$70,000 + depending on qualifications
