The primary purpose of this position is to maintain, install, modify and repair 60% of Radar, Airfield and Weather Systems (RAWS) within AFMC to support the busiest Major Range Test Facility Base (MRTFB). Responsibilities Certified to ensure equipment reliability, usability and safety across eleven complex equipment groups in the major equipment categories of radars, radios and meteorological navigational aids equipment the flying missions. Certifies assigned systems and sub-systems to ensure compliance with USAF and Federal Aviation Administration (FAA) established standards and safety requirements. Determines when equipment malfunctions warrant shutdown of various systems. Acts as expert technical consultant to determine whether systems are operationally acceptable and safe within the prescribed standards and tolerances for air traffic control and air navigation Provides technical guidance, training, and assistance to other technicians and conducts on-the-job (OJT) training to apprentices in all phases of work. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/electronics-technical-series-0856/In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is specific knowledge, installation practices, modifications, tests, repairs, and understanding of Digital Airport Surveillance Radar, Standard Terminal Automation Replacement System, Enhanced Terminal Voice Switch, Digital Legal Audio Recorder, Flight Data Input/Output, U/VHF radios, U/VHF antennas, Next Generation Weather Radar, Automated Meteorological System, systems knowledge of Navigational Aids, and all major disciplines based on mission assets, schedules, and maintainability. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement Ideal Candidate Statement (cannot be used for qualification determination): The ideal candidate would have at least 5 years' experience being fully qualified and working on all major RAWS systems, i.e., Digital Airport Surveillance Radar (DASR), Standard Terminal Automation Replacement System (STARS), Enhanced Terminal Voice Switch (ETVS) and the Next Generation Radar (NEXRAD). Extensive experience with Ground-to-Air radios and Automated Weather Systems as well as some Instrument Landing Systems experience would also be necessary. Well versed in the Integrated Maintenance Data System (IMDS) and well versed in supply logistics. Best Qualified to me would be: The best qualified candidates would have recent experience with a mix of several (not necessarily all) major system including RAWS radars, STARS and ETVS. Preferably they would be recently separated from a RAWS position in the Air Force or would be coming from another civilian RAWS shop or the FAA. Minimally Qualified to me would be: Someone who has only radio or instrument landing system or weather equipment experience sometime in their past would be minimally qualified. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill and knowledge of wide range of electronic principles and maintenance practices on the following; Digital Airport Surveillance Radar(DASR-AN/GPN-30); Standard Terminal Automation Replacement System (STARS-AN/FSQ-204); Next Generation Weather Radar System (NEXRAD-WSD-88D); Mono-pulse Secondary Surveillance Radar, (MSSR);FMQ-19 or 23 Weather System; GRC, GRT, GRR, CM-300, URC-200 Radio Systems and associated tower mounted antennas; FCS-127 ETVS; GSH-74DALR, Instrument Landing System (ILS), TACAN, associated support equipment, and any systems purchased to replace the aforementioned equipment. Interfaces with outside agencies and leadership at all levels, i.e., contractors, MAJCOMs, FAA, Army and Navy. Overcomes their initial skepticism and uncooperative attitudes gaining their acceptance and aid on projects, repairs and supply issues. Performs various system administrator duties on assigned equipment groups. 2.Knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic. 3.Knowledge of safety regulations, procedures, and practices. 4.Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for varied purposes. 5.Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner. 6.Ability to use computer terminals to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g. Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g. hubs, routers, switches; and data communications equipment. ADDITIONAL POSITION REQUIREMENTS: 1. Must be qualified to drive government motor vehicles and qualify for flightline driving qualification. 2. Must be able to distinguish colors and shades of colors. 3.Indoor and outdoor work at equipment sites requires frequent walking, kneeling, bending, prolonged standing, working in strained and uncomfortable positions, and lifting/carrying (50 - 70 lbs.) 4. Use of both arms and legs is required. 5. Requires CPR certification. 6. Requires annual occupational exam and the wear of prescribed aural protection device. 7. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 8. Outdoor work sometimes performed in inclement weather or limited light conditions. 9. Requires recurring training to update knowledge of systems and procedures. 10. Requires knowledge of procedures for storage and handling of hazardous materials. 11. Potential exists for injuries such as electric shock, cuts and bruises, as well as burns caused by electrical or RF energy and soldering equipment. 12. Climbing of towers and ladders up to 100ft while using safety-climbing devices/techniques is required. 13. Subject to shift work, overtime, telephone and pager standby (on-call) and may be required to work an uncommon tour of duty. 14. As a condition of employment, the employee must meet certification requirements found in the RAWS Career Field Education and Training Plan (CFETP). The employee is required to maintain proficiency certification on an annual basis, and is subject to validation of training certifications via the Quality Assurance evaluation program. 15. Must be able to obtain and maintain a Secret security clearance. 16. Must obtain and maintain a system administrator certification (currently IAT2). 17. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
