The Electronic Attack Systems (EAS) Portfolio Chief Engineer (CE) under the Naval Airborne Systems (NAS) Sub-Strategic Business Unit (SSBU) –the CE is responsible for managing all engineering activities in the successful capture and program execution of electronic attack systems and products for domestic and international markets. The EAS CE is responsible for technical execution of technology development, production, and sustainment activities that span the EAS portfolio.   This leadership role requires continuous engagement with the EAS Executive Director, the NAS CE, program management and technical leads to direct program planning, development and integration efforts, and manage the technical integrity and engineering execution across all EAS programs.  The EAS Portfolio CE maintains the Engineering approval authority at the EAS program level, including EACs, Gates, and Engineering Program Reviews.  The CE will also be responsible for establishing/maintaining an effective relationship with customer counterparts in the USG including applicable technical leads with EAS product oversight responsibility.

What You Will Do

Team with EAS Executive Director to effectively lead the execution of program contracts meeting business goals and objectivesWork closely with NAS and EAS leadership, program managers, proposal managers, section managers, and senior technical staff to plan, pursue and achieve specific program objectives, new business goals and high-level strategic objectivesLead, manage and direct a team of program CEs to execute engineering scope of multiple programs to meet technical, cost and schedule requirementsTranslate program objectives into executable plans that provide verifiable requirements, robust and documented designs, and thorough performance verification effortsEnsure technical integrity and sound engineering execution across all programsIdentify staff needs and collaborate with functional management to determine effective staffing assignments to maximize program execution progressPerform independent reviews of program execution including requirements reviews, design reviews, test readiness reviews, estimates of cost-to-complete and assessment of program risks, mitigation strategies, and opportunitiesContinually assess the state of NAS EAS capabilities, research options for advancement and growth, perform technical and mission related trade studies, and make recommendations on a strategic path forwardContribute to and support the execution of product level technology roadmaps and strategies consistent with program needs and long-term business plansWork closely with NAS Technical Director, plan and integrate R&D technologies, capital, and technical roadmaps to expand business growth for EASEnsure compliance with engineering development processes, measure engineering effectiveness, support process improvements & seek continuous improvementEnsure compliance with Raytheon EXIMLead and mentor junior CEs and engineering staffHave the ability to travel as needed (33% of time if El Segundo based, 66% of time if McKinney based)Proven ability to provide technical leadership to cross-functional teams (including Engineering, Operations, Supply Chain, Security, and Digital Technology) across a geographically dispersed workforceProven ability to synthesize high-level requirements, CONOPS, & architectures from generally stated objectivesHave the ability to technically oversee the development life cycle from requirements analysis to detailed HW & SW design, to system I&T, verification/validation & fieldingHave excellent written & oral communication skills that can be tailored to the appropriate audienceMust have the ability to work onsite in El Segundo, CA or McKinney, TX

Qualifications You Must Have

Typically requires a Bachelor of Science degree in Technology, Engineering, or Mathematics (STEM preferred) and a minimum of 12 years of relevant work experienceActive and transferable U.S. government-issued Secret security clearance is required prior to start date, with the ability to be granted a TS-SCI clearance. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearanceExperience in estimate generation, program planning, & schedule developmentDirect experience managing resources with multi-million-dollar annual budgetsExperience in customer-facing roles with interface with USG customers.

Qualifications We Prefer

Expert knowledge in the Electronic Attack domain, including missions, capabilities, system architectures & HW technologiesActive and transferable USG issued Top Secret security clearance eligible for SCI access.Demonstrated experience across the product lifecycle, including concept development, architecture, design, integration, verification, and productionExperience as a Prime contractor to the USGDetailed knowledge of DoD acquisition processesDirect experience with Engineering Risk and Opportunity ManagementPossess a master’s degree in engineering, physics, or related disciplineDirect experience with International FMS programsRaytheon Level 3 Certified CE or greater

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
