Electrical Lead Engineer
Vacancy Overview Electrical Lead Engineer – Paris, France, then Qatar

Key responsibilities and main tasks:

•            Responsible for overseeing Electrical Engineering activities in Project, ensuring all technical requirements such as project specifications, data sheets, etc. are in full compliance with project requirements, standardised processes, and are delivered to the highest technical quality standards.
•            Perform a cold eye review of the FEED Electrical deliverables and propose changes, if considered mandatory.
•            During the ITT phase, provide technical information/clarifications requested by the bidders.
•            During the EPC phase, provide clear guidance to the EPC contractor, sub-contractors and vendors and facilitate resolution of electrical technical issues to complete electrical engineering activities such as design, procurement and integration to meet project objectives and milestones.
•            Steward various phases of electrical engineering during installation, pre-commissioning Site acceptance test and commissioning  activities.
•            During start-up and early operations phases, until the performance tests completion, provide ad hoc field engineering assistance.
•            Reports to Head of Electrical Engineering
•            This position is responsible to ensure all technical activities associated with the electrical engineering discipline by the EPC contractor, and all third parties such as vendors, consultants, sub-contractors, etc, are executed to Project’s specifications and QG requirements with respect to electrical engineering including electrical balances, Licensor integration, power generation and distribution systems.
•            This will involve technical evaluations, including risk-based evaluation of complex engineering issues, resolution of electrical related matters with significant project execution and/or commercial impact to ensure optimum outcomes to meet technical and execution expectations. 
•            Major challenges for this role include (1) effectively managing EPC contract and electrical engineering team to produce timely deliverables up to Provisional Acceptance Certificate (PAC), (2) maintaining constructive working relationship with EPC contractor to ensure delivery of engineering work scope in accordance with project requirements, (3) maintaining proper relationship with key stakeholders (e.g. Operations), and (4) to ensure high quality of electrical engineering deliverables.
•            Large scale and high voltage electrical power supply and demand requirements
•            Preparation of procurement as needed, including for Long Lead Items


1.           Accountable for ensuring execution of work is technically aligned and in compliance with Operations, Policies, Standards of Business Conduct and Project Management System.
2.           Perform a cold eyes review of key electrical FEED deliverables
3.           During the ITT phase, provide technical information/clarifications requested by the bidders.
4.           Leads electrical engineering design and planning activities and ensures EPC contractor develops detailed design in accordance with local regulatory requirements, industry standards, project specifications and any approved variations.
5.           Resolve electrical discipline issues to ensure engineering design addresses Project’s expectations and objectives. Communicate and elevate issues before they escalate to Project Management when necessary.
6.           Review, evaluate and advise on electrical simulations, optimization, in  compliance with design methods, safety factors (for Large Electrical Generation and Distribution System, Large motor drivers, VFDs in both Motoring and Generating modes, combined cycle power generation, HV switchgears, Electrical Integrated Control System (ELICS) and Power management System for Generation, Load sharing and Distribution Control).  
7.           Review technical aspects of electrical equipment purchase orders with EPC Contractor and vendors in accordance with the roles and responsibilities stated in applicable contract(s) to ensure safe and seamless integration of new electrical equipment into the existing operating facilities (when applicable).
8.           Assess discipline plans and work schedules to ensure effective completion of project activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays.
9.           Develop, update and amend design / project philosophies, specifications and procedures ensuring that all references to Electrical Engineering are current and relevant.
10.         Monitor and provide guidance to EPC Contractor to ensure key discipline deliverables, progress/milestones are met. Recommend additional technical support where necessary to address gaps.
11.         Coordinate and analyse discipline issues for resolution. Provide Electrical Engineering input to other engineering disciplines, construction, procurement etc as necessary. Support commissioning, start-up and system completing activities and make appropriate recommendations to management on Electrical matters.
12.         Plan and schedule Electrical Engineering deliverables to enable efficient execution in meeting project milestones/schedule
13.         Leads Electrical interface coordination during the ITT and EPC phases.
14.         Contribute to Safety analysis studies such as SAFOP, HAZOP or HAZID and provide the required input to support project management in key decisions making. Participate in sharing lessons learned, together with capturing current lessons learned to benefit future projects.



The experience shall include:

•            Bachelor Degree in Electrical Engineering or equivalent.
•            15 years’ experience of Electrical Engineering, preferably in a major LNG Project. Broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, onshore LNG facilities and utility systems design, construction and operations.
•            Requires demonstrated broad Electrical equipment and systems experience (HV/MV/LV electrical systems design, transformers, switchgear, power management systems, electrical system controls for reactive and active power sharing, power distribution control,  large Motors, 40MW+) and familiarity with relevant manufacturing processes and relevant industry codes. 
•            High voltage and large-scale onshore power design requirements.
•            Experience with EPC contractors, sub-contractors and vendors involved in the oil and gas industry.
•            Demonstrated ability and sensitivity to work with people from  variety of cultural backgrounds.
•            Excellent written and oral English skills.
•            Strong technical and discipline management skills.
•            Good organisational, planning and coordination skills.
•            Good communication, influencing and interface skills.
•            Proficient in Microsoft Office suite of software programs, etc.
