Electrical Engineer

 

As the Electrical Engineer, you will provide NAVFAC EURAFCENT with post-award construction quality assurance services to monitor design-build and design-bid-build electrical projects of varying complexity, up to and including the construction of a 27 MW electrical power plant, diesel generators, fuel farm, storage tanks and additional support facilities (P332/P334), for adherence to contract documents, provisions and applicable trade and safety standards.

 

ESSENTIAL JOB FUNCTIONS:

Apply seasoned professional electrical engineering and construction knowledge to ensure contract quality standards are met. Implement and enforce all applicable electrical engineering codes, including but not limited to: National Electric Code (NEC), National Electrical Safety Code (NESC), Unified Facilities Criteria (UFC), Facilities Criteria (FC), Unified Facilities Guide Specifications (UFGSs) and the Whole Building Design Guide (WBDG). Make regular visits to project sites to review construction work is in compliance with the contract requirements including the design, quality, Unified Facilities Criteria, and safety requirements. Prepare a Quality Assurance Report (QAR) for each site visit. Attend meetings – including, but not limited to – post-award kickoff meetings, weekly QC/Owners Meetings, Three-Phases of Quality Control, Partnering Meetings, and construction conferences. Support the review/approval of government approved technical and administrative submittals – including but not limited to – contractor’s baseline and monthly updates to the critical path schedule, test plans/reports, performance verification tests of major systems, etc. Work closely with the Construction Manager, Design Manager and Designer of Record. Interpret design criteria with the using activity and other interested Government representatives. Review project drawings and ensure that electrical systems are designed in accordance with the latest standard engineering and construction practices and comply with all applicable codes/norms/laws. Identify areas of special concern pertaining to equipment, clearances, constructability, environmental impacts, energy conservation, economic analysis, life safety, maintenance procedures and policies, site utility adequacy, security and IT systems, connections and outages. Analyze and interpret contract drawings and specifications to assist in determining the extent of the contractor’s responsibility under the provisions of the contract. Recommend solutions to controversial situations including those that are due to misinterpretation of design drawings and specifications. Perform necessary calculations and other technical evaluation of potential solutions and present findings to the Construction Manager. Review and evaluate the merit of proposed change orders, recommending approval or disapproval to the Construction Manager. Support the preparation of Government estimates used in negotiating the cost of approved changes. Perform surveys and field investigations to determine validity of unforeseen or changed conditions of facilities, equipment, or dimensions and confirm with design plans and specs. Provide input to the Construction Manager, Design Manager and Designer of Record. Provide technical support to the Contracts and/or Construction product line components of the Public Works Department (PWD) in such matters as contract interpretation, technical review and recommendations for determining merit of contractor’s claims or assertions. Conduct field investigations during construction to address difficult problems such as changes in design due to latent conditions, the interface of new work with existing structures etc. Witness the construction contractor’s execution of required equipment and material testing, performance verification and critical systems testing and systems commissioning in accordance with the NAVFAC BPMS. Review for compliance with the contract documents and make recommendations for corrections to the Engineering Technician and Construction Manager. Assist the Engineering Technician in verifying accuracy of pre-final punch list preparation and reconciliation. Make active recommendations on final acceptance to the Construction Manager. Monitor construction contractor’s updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements. Furnish reports of any updates that are not completed in a timely manner and make recommendations for corrections. Verify completeness / accuracy of submitted Operation and Maintenance Support Information (OMSI) Manuals. Observe any user training for equipment installed as required by the construction contract. Make recommendations for corrections. Provide technical assistance in answering requests for information (RFI) from construction contractors. Maintain proper construction contract document files according to NAVFAC standards.

 

EDUCATION & EXPERIENCE

         Bachelors with 12+ years (or commensurate experience)

Technical and practical knowledge and experience as a practicing, licensed Electrical Engineer in any US State, working as a designer on Department of Defense or similar government agency construction projects.

 

KNOWLEDGE & SKILLS:

Experience, ability and understanding of construction methods, principles and practices applicable to multidiscipline trade projects as well as vertical and horizontal construction projects, technical engineering drawings and specifications, written statements of work, complex and diverse engineering designs and changes to the contract documents. Experience and ability to monitor new construction, maintenance, repair and alteration projects to a successful and timely completion with respect to schedule and budget. Ability to read, write, and speak fluent English (Common European Framework of Reference for Languages (CEFR) C1 level preferred but minimum B2) in order to report on progress and outcome of technical assignments and to present recommendations to government personnel. Proficient in Microsoft Office software, Adobe Acrobat and AutoCad is required. Ability to perform strenuous activity while working outdoors, working on active construction sites, climbing and using fall protection equipment will be required on this contract. Participate in basewide exercises, real-world drills and scenarios. Professional experience and understanding of safety and occupational health principles, practices, procedures, laws and regulations as they relate to construction performance requirements and as outlined in the EM-385-1-1 and 29 CFR. Successfully complete background investigation and any administrative vetting actions required to access Camp Lemonnier.
