DoD University Senior SME Job Category: Consulting Time Type: Part time Minimum Clearance Required to Start: Secret Employee Type: Part-Time On-Call Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * **The Opportunity:** + The Navy has added an Independent Review to its Comprehensive Review process + Considers it an Independent Peer Review (IPR) to ensure that the Independent Reviewer **Responsibilities:** + The Independent Peer Reviewer will review the draft Navy Comprehensive Review Report, including the Technical Addendum prepared by the Navy, the UARC Comprehensive Review White Paper, and any other relevant documentation provided by the Navy Primary Sponsor’s office and the UARC + Following the documentation review, the Independent Peer Reviewer compiles a list of discussion items that need further explanation or require additional supporting information and/or clarification. This list is provided to the UARC under review and Navy UARC Office for response as warranted + After the UARC’s follow-up responses are received and analyzed, the Independent Peer Reviewer generates a list of items (agenda) for discussion and review during a site visit to the UARC + During the reviewer’s site visit, which the Navy UARC Office does not attend to ensure the reviewer’s independence, the reviewer meets UARC management, technical, and administrative staff as necessary for detailed discussions, facility tours, discusses the reviewer’s preliminary findings with senior UARC leadership, and adjudicates all areas of question + The Independent Peer Reviewer prepares a final report summarizing the findings of their documentation review and site visit. The Independent Peer Review is expected to take approximately three months to complete if the UARC is adequately responsive to requests for documentation and meetings are productive. The Independent Peer Review final report is submitted to the Navy UARC Office and provided to the UARC under review. The final report will be considered and marked at least as Controlled Unclassified Information (CUI). **Qualifications:** _Required:_ + Is suitably qualified in terms of technical knowledge and experience + Understands the DoD UARC model and its contracting environment + Is familiar with UARC operations + Is cognizant of Navy mission requirements as expressed through the specific UARC’s core competencies + Can project the UARC’s broader alignment with DoD + Is comfortable engaging the UARC at both senior technical and executive levels _Desired:_ + At least 20 years of experience in a leadership role at a major educational institution supporting DoD research and development + Expertise in the applicable scientific and technical fields, and detailed understanding of the areas of warfare supported by the Navy UARCs + Demonstrated broad understanding of the DoD UARC model, UARC operations, and Government strategic requirements that are particular to DoD UARCs + Demonstrated commitment to high integrity and quality, and to insightful, fair, and impartial reviews + Absence of any conflict of interest for the UARC to be reviewed and specific Government programs involved + Understanding of applicable security and proprietary considerations and ability to meet security requirements required to conduct an in-depth review + Willingness to sign a conflict-of-interest and confidentiality agreement that protects the UARC’s and Government’s classified, controlled unclassified, proprietary, and other sensitive information - **________________________________________________________________________________________** **What You Can Expect:** **A culture of integrity.** At CACI, we place character and innovation at the center of everything we do.
