This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:
+ three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
+ any 2 convictions of reckless driving in the past 3 years;
+ a suspension or revocation of the driver license for moving violations in the past 3 years; and
+ a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Performs highly advanced maintenance and transportation engineering duties responsible for the administration of management activities for the maintenance program at the District Maintenance Office to include the oversight and direction of maintenance contract administration and maintenance permits. Motivates employees to improve the quality and quantity of work performed. Provides support in resolving problems, scheduling work, establishing deadlines and setting priorities. Provides instructions and on-the-job training to employees on proper Departmental procedures. Evaluates employees through establishing criteria and responsibilities and meeting regularly with employees to provide feedback and motivation.
Manages the District Asset Maintenance (AM) program, including Managed Lanes Area contracts to ensure consistent administration of all Asset Maintenance/Managed Lanes Area contracts within the district. Develops the District Maintenance Asset Maintenance/Managed Lanes Quality Assurance program. Coordinates and provides direction, support, and training to the asset maintenance/managed lanes contract staff at the Operation Centers and the District Maintenance Office to ensure compliance and conformity of contracting operations within established guidelines, policies, standards, and procedures as it pertains to asset maintenance. Reviews Asset Maintenance contract evaluations for adherence to approved quality assurance plans. Conducts quality assurance field reviews to ensure contractual commitments are being fulfilled and addressed consistently throughout the district and provide technical assistance to other units as necessary. Participates in statewide AM meetings and addresses issues. Advises higher level district and/or Central Office managers on problems or policies related to contract administrative issues. Participates in the preparation, review, and administration of the Asset Maintenance Contractor Performance Evaluation Report (AMPER) program. Ensures AMPERs are prepared according to procedure, accurate, thorough, consistently administered, and completed timely.
Performs detailed engineering review and administration of projects within the district. Evaluates and provides technical reports on procedures, policies, materials, operational practices, and other Department related subject matters. Coordinates and participates in scope development and clarification project meetings for Maintenance. Performs phase plans reviews for Work Program design projects and coordinates phase plan reviews with the Operations Centers' Maintenance staff to ensure maintainability is feasible after project construction. Reviews Work Program Design and Construction Projects within the limits of Asset Maintenance Contract limits. Acts as liaison between the Asset Contractor, the Design Project Manager, or other Department Units within the project limits.
Applies engineering practices and principles in the resolution of complex issues and in developing plans and specifications. Interprets plans and specifications in order to provide technical advice to the field office personnel to accomplish inspection and monitoring of work activities performed within the state right-of-way. Uses various engineering tools, equipment, and instruments for performing engineering tasks. Coordinates engineering reviews with subject matter experts as necessary to ensure contracts are compliant with codes, specifications, and engineering standards.

OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies. Must obtain and maintain certification in Temporary Traffic Control (Maintenance of Traffic) Advanced Level within one year. A valid Class "E" driver's license is required. Responsible for adhering to the provisions and requirements of Florida Statutes and FDOT processes and procedures.
